Regional Ethics and Integrity Officer
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. It is committed to fostering a respectful, inclusive, and supportive workplace. The Ethics and Conduct Unit (ECO), within the Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (OEP), leads efforts to strengthen IOM's integrity culture through policy, training, and advisory services. This role supports these initiatives.
Job Purpose
The Regional Ethics and Integrity Officer serves as the primary focal point for ethical issues within a specific region, while also contributing to organization-wide ethics responsibilities. This role is crucial in strengthening IOM's culture of integrity by providing impartial policy guidance and advice on ethical matters, including conduct standards, conflicts of interest, and protection against retaliation. The position supports consistent ethical practice across the region through training, outreach, and initiatives that promote a speak-up culture. The officer will identify and analyze regional ethics trends and risks, contributing to the development of relevant guidance and work plans to ensure compliance and mitigate ethical risks.
Responsibilities
The Regional Ethics and Integrity Officer will coordinate ethics-related matters for the Regional Office and Country Missions, acting as a liaison with HQ. They will provide technical guidance on IOM’s Standards of Conduct, conflicts of interest, and protection against retaliation, ensuring consistent ethical practice. The role involves identifying and analyzing regional ethics trends and risks, developing outreach materials, and preparing an annual regional ethics workplan. A key duty is implementing a regional ethics capacity-building strategy through training and webinars. The officer will also contribute to updating ethics guidelines, support Knowledge Management tools, and collaborate with PSEAH initiatives for coordinated program delivery.
Work Experience
Experience is required in ethics, law, compliance/oversight, or dispute resolution, preferably within an international organization. This includes experience in providing ethical guidance, managing conflict of interest programs, and offering protection against retaliation. Experience in delivering training, outreach, and capacity building is also necessary. Handling sensitive and confidential matters, including misconduct allegations, and managing a heavy workload are essential. Field experience, particularly within IOM, is a distinct advantage.
Skills
Proficiency in administrative law, preferably in an international context. High levels of integrity, discretion, impartiality, and professionalism. Strong analytical and problem-solving skills for complex issues. Ability to handle and resolve ethical issues effectively at organizational and individual levels. Capacity to maintain integrity and consistency while working independently. Objective and neutral inquiry skills. Excellent written and oral communication abilities. Skill in liaising with diverse counterparts, including high-level officials. Resourcefulness and efficiency in managing commitments and priorities.
