Job Purpose
This role is responsible for coordinating and monitoring procurement, logistics, and related supply chain activities within the IOM Chuuk Sub Office. Guided by Supply Chain Management objectives, the position ensures the timely delivery of quality goods and services to beneficiaries at optimal cost. The Procurement and Logistics Officer operates under the supervision of the Chief of Mission and Head of Resources Management, coordinating with country and headquarters-level supply chain teams to meet operational needs effectively and efficiently.
Responsibilities
The Procurement and Logistics Officer will coordinate and implement supply chain activities, including procurement, logistics, asset control, and contractual agreements for the Chuuk Sub Office. This involves planning and monitoring needs, analyzing requests, evaluating vendors, and managing bidding processes. The role requires coordination with various IOM units for procurement actions, monitoring delivery status, and maintaining vendor databases. Responsibilities also include managing contracts, overseeing asset and inventory management, supervising procurement and logistics staff, preparing reports, and conducting field evaluations and training.
Work Experience
Required experience includes managing diverse procurement and logistics operations, training and supervising teams, and managing vendors. Experience in complex crisis or emergency areas, with non-governmental or international organizations, and specifically in USG projects/programmes is essential. Experience in the Pacific region or in reconstruction projects is advantageous.
Skills
Extensive knowledge of IOM/UN procurement and financial rules, systems, and processes is required. Proficiency in Oracle is advantageous. Understanding of logistical and HR challenges in remote locations is important. Fluency in English is mandatory; knowledge of other UN languages is a plus.
