Organizational Context

The International Organization for Migration (IOM), established in 1951, is a leading UN agency dedicated to promoting humane and orderly migration. It operates globally, saving lives, protecting migrants, and facilitating pathways for regular migration. The Chief of Mission (CoM) reports to the Regional Director and collaborates with Headquarters, overseeing IOM's country office operations, policy, administration, programs, and finances.

Job Purpose

The Chief of Mission (CoM) is accountable for all IOM activities within a country, providing comprehensive oversight and support. This role involves strategic planning, program development, and resource mobilization to align IOM's efforts with national priorities and the UN Sustainable Development Cooperation Framework (UNSDCF). The CoM ensures effective program implementation, accurate reporting, and contributes to UN development system objectives. They also advise on migration trends and policies, advocate for effective migration management strategies, and manage risks to country office objectives. The position requires close collaboration with national authorities, UN agencies, and other stakeholders to promote orderly, safe, and regular migration.

Responsibilities

The Chief of Mission is responsible for strategic country program development, including planning, project development, and resource mobilization from diverse donors. They lead and direct IOM's programs in line with the organization's vision and national priorities, ensuring effective implementation and reporting. The CoM oversees country program operations, monitors project performance, and prepares regular reports for IOM leadership and partners. They actively engage in UN inter-agency coordination, participating in UN Country Team meetings and advocating for migration-related issues within the UNSDCF. This includes contributing to joint programming and humanitarian efforts. Resource management is critical, involving oversight of operational, human resources, administrative, budgetary, and financial activities, with a focus on internal controls and fraud prevention. The role also encompasses knowledge management, fostering learning, and representing IOM through strategic partnerships and public relations.

Work Experience

Extensive experience is required in general management, project and resource management, diplomacy, fundraising, and public relations. Significant experience in liaising with governmental and diplomatic authorities, international institutions, and in delivering large, diverse programs in complex settings, covering both emergency and development migration programming, is essential.

Skills

Excellent oral and written communication skills, with the ability to prepare and deliver speeches. Strong liaison and negotiation skills. In-depth knowledge of migration-related subjects. Familiarity with UN and bilateral donor programming and M&E frameworks. Effective resource management, financial administration, and management principles. Ability to deliver during crisis response. Good computer literacy.
