Job Purpose
The Programme Support Officer will assist IOM Iraq in developing and implementing resource mobilization and external liaison strategies to address emerging challenges. This involves supporting project development, reporting, and fundraising activities. The role also contributes to internal coordination and knowledge management, ensuring alignment with IOM's global, regional, and country strategies. The officer will work under the supervision of the Programme Support Coordinator and in coordination with programmatic units, reporting to the Deputy Chief of Mission.
Responsibilities
Contribute to fundraising by developing results-based programmes, concept notes, and project proposals in coordination with program managers and regional offices. Review resource requirements, identify gaps and opportunities, and ensure alignment with IOM strategies. Support compliance with donor requirements and IOM procedures during proposal development and contract management. Maintain contact with donor counterparts, organize meetings, and respond to appeals. Coordinate the compilation of activity reports and papers for internal and external distribution. Provide administrative and technical support for events involving donors and external partners. Liaise with relevant authorities, UN agencies, NGOs, and other stakeholders. Maintain accurate records for project development, reporting, and administration, including the Project Matrix and PSU Library.
Work Experience
Experience in supporting results-based project development and reporting, technical writing/editing, preferably in the international development/humanitarian sector. Demonstrated experience in donor relations, proposal development, and grant management within the displacement and migration sector. Previous experience with a UN agency and knowledge of foreign government funding mechanisms are essential.
Skills
Excellent English communication and writing skills. Strong organizational skills for report preparation. Proficiency in Excel and other Microsoft Office tools, including data analysis and presentation. Ability to work accurately under pressure, maintain confidentiality, and exercise good judgment. Drive for results, creative thinking, and good computer literacy, including database applications. Knowledge of PRIMA is desirable.
