Organizational Context
The International Organization for Migration (IOM) is a UN-related organization promoting humane and orderly migration. The North Pacific Coordination Office oversees regional operations, including disaster resilience and humanitarian assistance. This role supports the multi-year COFA READY project focused on disaster readiness in the Marshall Islands, Federated States of Micronesia, and Palau.
Job Purpose
The Programme Officer (READY) will support the Programme Manager in the day-to-day implementation of Component 2 of the COFA READY project in the Republic of the Marshall Islands (RMI). This involves coordinating the development, implementation, monitoring, and reporting of disaster readiness initiatives. The role operates under the direct supervision of the Head of Sub Office in RMI and overall supervision of the Chief of Mission in Pohnpei, ensuring alignment with IOM policies, donor requirements, and national disaster preparedness needs.
Responsibilities
Key responsibilities include supporting the implementation of COFA READY Component 2 activities, managing programmatic, administrative, financial, and operational aspects, and ensuring compliance with IOM policies and donor requirements. This involves monitoring project progress against work plans, providing regular updates on achievements, challenges, and risks, and contributing to monitoring and evaluation activities. The role requires liaison with government counterparts, particularly the National Disaster Management Office, and other stakeholders to ensure alignment with national priorities. It also involves supporting the preparation of project reports, developing training materials, coordinating with procurement and logistics units, and working with engineering teams for infrastructure activities. Collaboration with communication officers for success stories and participation in relevant meetings and coordination forums are also key duties. The role includes supporting knowledge sharing with other project teams in the region and undertaking duty travel as required.
Work Experience
Experience is required in supporting the implementation and coordination of disaster risk reduction and readiness projects, particularly US-funded ones. This includes experience in programme development, monitoring, reporting, and evaluation, working with government and community leaders, and familiarity with project budget monitoring. A proven understanding of emergency response and disaster risk reduction, experience in organizing workshops, and knowledge of UN and bilateral donor programming are also necessary.
Skills
Excellent written and verbal communication in English. Proven ability to establish and maintain strong working relations with government counterparts, international organizations, and private sector entities. Good coordination and programme implementation skills. Good knowledge of the UN System, NGOs, and other international organizations.
