The Resources Management Officer in Cyprus, under the Chief of Mission, manages budgetary, financial, and administrative functions, supporting units and project coordinators.
Job Purpose
The Resources Management Officer in Cyprus is responsible for supervising and managing the budgetary, financial, and administrative functions of IOM Cyprus. This role involves ensuring compliance with IOM rules and procedures, facilitating treasury management, and forecasting cash flows. The officer provides crucial support to Heads of Units and Project Coordinators, liaising with government and donor administrative departments to ensure adherence to guidelines and contractual obligations. The position contributes to the effective and efficient operation of IOM Cyprus by maintaining robust financial controls, preparing financial reports, and recommending improvements to internal systems.
Responsibilities
Supervise the Resource Management Unit, ensuring effective operation and capacity building. Oversee financial management and administrative compliance for all IOM Cyprus projects, including daily transactions. Manage treasury functions, forecast cash flows, and liaise with government and donors on financial matters. Conduct regular financial reviews, monitor project budgets, analyze variances, and report on financial status, identifying risks and recommending solutions. Prepare and review project budgets and financial reports according to IOM regulations. Improve internal monitoring, evaluation, and control systems for efficiency. Supervise Human Resources, Procurement, and Administrative functions, ensuring timely operations and compliance. Oversee Supply Chain services, contracts, premises management, and support services. Provide financial and administrative input for program development and donor compliance.
Work Experience
Required experience includes financial administration (management, accounting, budgeting), human resources, procurement, and logistics. Experience with Enterprise Resource Planning (ERP) systems is necessary. Experience in emergency operations, monitoring and evaluation, audit, and multi-country programming is advantageous.
Skills
Ability to work with government and international officials. Demonstrated independent judgment and ability to work under pressure. Skill in preparing clear and concise reports. Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage. Knowledge of ERP (Oracle) is highly desirable.
