This role sits within the Country Office in Senegal, which has coordinating functions for the region.
Job Purpose
The Human Resources Officer is responsible for coordinating the Human Resources functions for the Country Office in Senegal and its sub-offices. This includes providing technical HR guidance, coordination, and support to Country Offices within the assigned Area of Responsibility, currently comprising The Gambia, Sierra Leone, Cabo Verde, and Guinea-Bissau. The role ensures HR operations align with IOM's rules, regulations, policies, and procedures, contributing to the effective management of staff and HR services.
Responsibilities
The Human Resources Officer will manage HR functions including supervising personnel file maintenance, ensuring staff compliance with security training, and managing the HR and Training database. Responsibilities include administering the HR module for national staff, monitoring contractual status, and ensuring accurate and timely payroll processing. The role involves coordinating benefits and entitlements for international staff, assisting with third-party consultancy contracts, and supervising visa/residence permit renewals. Additionally, the officer will coordinate recruitment processes, ensure new staff are properly onboarded, and manage the performance management system. Training activities will be coordinated, and administrative reports prepared. The officer will also implement audit recommendations and participate in HR projects.
Work Experience
Experience in HR IT systems and applications is required. Experience in preparing training modules and delivering training sessions is also needed. Previous experience in an international organization and familiarity with the UN common system are advantageous.
Skills
Demonstrated writing skills, good knowledge of IOM/UN HR and financial policies, excellent organizational skills, analytical and creative thinking, and the ability to prepare clear and concise reports.
