This role is within the Typhoon Sinlaku reconstruction program in Chuuk State, focusing on implementing market-informed voucher assistance for shelter reconstruction.
Job Purpose
The CBI Voucher Start-up Officer will support the implementation of IOM’s voucher interventions under the Typhoon Sinlaku reconstruction program in Chuuk State. This role is crucial for establishing a market-informed voucher assistance mechanism for shelter reconstruction, targeting affected households. The incumbent will provide technical support to field staff and ensure the effective delivery of voucher-based assistance, aligning with project objectives and procedures. This initiative is an integral part of the READY project, contributing to IOM's recovery efforts post-Typhoon Sinlaku.
Responsibilities
Support the start-up and implementation of voucher interventions for IOM’s Sinlaku reconstruction operations. Conduct market and vendor assessments to inform program design and develop a market-informed voucher catalogue. Manage vendor identification, vetting, and selection, ensuring compliance with procurement standards. Support beneficiary registration and verification processes, maintaining accurate records. Coordinate with logistics, procurement, and shelter teams for timely material distribution. Engage communities and beneficiaries through sensitization activities. Integrate accountability to affected populations, protection, gender, and inclusion principles. Provide technical guidance to field staff and monitor program performance, identifying and proposing solutions for implementation challenges. Support Post-Distribution Monitoring (PDM) and prepare donor reports and program updates.
Work Experience
Demonstrated experience in implementing cash-based interventions, voucher assistance programs, or market-based programming in humanitarian/development contexts. Experience in market and vendor assessments, supply chain analysis, and feasibility studies. Experience with voucher distribution systems, beneficiary registration, and financial controls. Experience in disaster response, recovery, reconstruction, or emergency shelter programs is highly desirable.
Skills
Knowledge of Cash-Based Interventions (CBI) and voucher assistance modalities. Familiarity with market assessment and analysis methodologies. Understanding of monitoring and evaluation, including Post-Distribution Monitoring (PDM).
