Human Resources Officer
Organizational Context
Established in 1951, the International Organization for Migration (IOM) is a UN-related agency promoting humane and orderly migration. The Human Resources Officer will coordinate HR functions for the Country Office and its Sub-Offices, reporting to the Chief of Mission or Head of Office and directly to the Resources Management Officer, in collaboration with the Regional Office and Department of Human Resources.
Job Purpose
The Human Resources Officer is responsible for coordinating the Human Resources functions within the Country Office, including its Sub-Offices. This role supports the overall HR management services in alignment with IOM's rules, regulations, policies, and procedures. The officer will oversee the maintenance of personnel files, manage the HR module for national staff, coordinate payroll, and ensure accurate administration of entitlements and benefits for both international and national staff. Additionally, the position plays a key role in talent management by coordinating recruitment processes, facilitating onboarding, and supporting the performance management system and staff development initiatives.
Responsibilities
Manage and monitor Human Resources Management services in the Country Office, ensuring compliance with IOM policies and procedures. Supervise the maintenance of personnel files and attendance records for all staff. Facilitate the upkeep of the HR and Training database, ensuring staff compliance with security briefings. Administer the HR module for national staff, monitoring contractual status and entitlements, and coordinating accurate and timely monthly payroll. Coordinate with HQ and relevant teams on benefits and entitlements for international staff, including health insurance and educational grants. Monitor visa and residence permit renewals for international staff. Coordinate recruitment processes, ensuring efficient application of procedures. Ensure new staff receive comprehensive onboarding. Support the performance management system and staff development activities, including delivering induction and other trainings. Prepare administrative and personnel reports, implement audit recommendations, and participate in special HR projects.
Work Experience
Experience in HR IT systems and applications is required. Experience in developing training modules and delivering training sessions is also necessary. Previous work experience within an international organization is considered an advantage.
Skills
Demonstrated writing skills. Excellent organizational skills, analytical and creative thinking. Ability to prepare clear and concise reports. Familiarity with UN common system or similar HR systems is advantageous. Good knowledge of IOM/UN HR and financial policies, staff rules, and regulations.
