Organizational Context
Established in 1951, IOM is the leading UN agency for migration, promoting humane and orderly migration globally. Following Super Typhoon Sinlaku's impact on Chuuk State, FSM, IOM is partnering with the USG to support relief efforts and reconstruction. This role supports IOM's operations in the designated area under the Chief of Mission.
Job Purpose
The Geographic Area Officer supports IOM's relief and reconstruction operations in Chuuk State, Federated States of Micronesia, following Super Typhoon Sinlaku. The role is crucial for facilitating programme deliverables, managing logistical arrangements, and maintaining liaison with stakeholders to ensure effective implementation of IOM's response. Working under the Chief of Mission and in collaboration with the Emergency Response Coordinator and Head of Sub-Office, the officer provides essential field-level operational support, ensuring activities align with IOM policies, standards, and donor commitments. This position directly contributes to the recovery and rebuilding efforts in affected communities, aiding in the restoration of public facilities and housing.
Responsibilities
The Geographic Area Officer will monitor operational activities within their assigned area, including logistics, transportation, and staff deployment, adhering to relief distribution SOPs. They will provide technical and operational support to field staff, consultants, and implementing partners. The role involves participating in area-level coordination meetings with government authorities, international organizations, and NGOs, contributing technical and operational insights. Responsibilities include supporting the development and updating of area-level work plans and distribution plans, and contributing technical inputs to assessment and monitoring tools. The officer will monitor and report on programme activities, ensuring compliance with IOM standards and donor agreements, and provide regular updates on progress, challenges, and risks to the Emergency Response Coordinator. They will also contribute to monitoring and evaluation plans and support the implementation of visibility requirements.
Work Experience
Required experience includes humanitarian response in complex/post-conflict emergency operations at an international level, liaison with government authorities and multi-stakeholders, and programme implementation, monitoring, and evaluation. Experience in the Pacific Region is essential. Previous experience as an Area Manager is considered an advantage.
Skills
Experience in IOM emergency programming areas (e.g., coordination, shelter, protection, preparedness). Ability to manage multiple activities, work effectively under pressure and in difficult conditions. Strong communication, negotiation, and project development skills. High computer literacy. Experience with USG-funded projects and post-conflict operations is advantageous.
