Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on migration. This role operates within the Country Office, reporting to the Chief of Mission or Head of Office and the Resources Management Officer, in coordination with regional and headquarters' supply chain divisions.
Job Purpose
The Supply Chain Officer is responsible for managing and executing supply chain activities to ensure the timely and cost-effective delivery of quality goods and services to beneficiaries. This involves strategic planning, market analysis, and coordination of all supply chain functions, including procurement, warehousing, transport, and logistics management. The role aims to optimize supply chain processes, identify and address bottlenecks, and ensure compliance with IOM/UN regulations. The officer will collaborate with internal and external stakeholders, provide support and training to staff, and contribute to the overall efficiency and effectiveness of the Country Office's operations, ultimately supporting IOM's mission to assist people on the move.
Responsibilities
Contribute to strategic supply chain planning for the Country Office, collaborating with stakeholders and HQ units. Conduct logistics capacity assessments and market research to inform decision-making. Coordinate and monitor all supply chain tasks, including planning, budgeting, and provision of goods/services, preparing progress reports. Manage procurement, warehouse, transport, fleet, asset, and facility management, providing guidance and training to staff on relevant policies. Identify and propose solutions for supply chain bottlenecks to ensure efficient delivery to beneficiaries. Review procurement requests, evaluate vendor performance, and manage bidding processes. Liaise with program management to support tendering processes, ensuring fairness and transparency. Ensure timely submission of relevant reports to country, regional, and HQ levels. Establish and manage internal controls to safeguard assets and prevent fraud. Support facility maintenance and repair. Train and develop Supply Chain Management staff. Participate in UN inter-agency meetings and collaborate on shared goals.
Work Experience
Experience in managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams, and managing vendors and suppliers.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, systems, and processes. Excellent computer literacy. Familiarity with Oracle is an advantage.
