Job Purpose
The Programme Officer (Social Cohesion and Tribal Engagement) supports and coordinates the development, implementation, monitoring, and reporting of tribal engagement and social cohesion programs in Iraq. Working under the supervision of the Head of Peace, Recovery and Solutions Division and the Return and Reintegration Programme Manager, and in close coordination with the Regional Thematic Specialist and relevant HQ divisions, this role is crucial for advancing IOM's mandate in promoting stability and community resilience. The position contributes to fostering partnerships, analyzing conflict dynamics, and developing strategic interventions to address displacement and support vulnerable populations.
Responsibilities
The Programme Officer is responsible for supporting the overall implementation of social cohesion and tribal engagement programs in Iraq, ensuring compliance with IOM policies, donor requirements, and agreed timelines. This includes coordinating staff, consultants, and partners, and maintaining strong collaborations with tribal leaders, community actors, government counterparts, and other stakeholders. The role involves drafting high-quality reports, providing technical analysis on conflict dynamics and social cohesion trends, and contributing to the identification of new program opportunities and proposal development. Additionally, the officer will facilitate information management, assist in conflict analysis and contextual assessments, and contribute to monitoring and evaluation plans. Participation in relevant coordination meetings, UN working groups, and community forums is essential for effective program delivery and visibility.
Work Experience
Demonstrated experience in conceptualizing, developing, implementing, monitoring, reporting, and evaluating social cohesion, tribal engagement, peacebuilding, or conflict-sensitive programming in Iraq is essential. Experience supervising staff, providing technical guidance, and leading capacity-building efforts is required. Proven ability to liaise with governmental counterparts, tribal leadership, community stakeholders, and national/international institutions, facilitating dialogue and engagement, is also necessary. Experience in donor-funded program management, including MEL, proposal development, and donor reporting, is required.
Skills
Proven ability to establish and maintain strong working relations with government counterparts, international organizations, and private sector entities. Excellent leadership, coordination, and information management skills. Detailed knowledge of the UN System, NGOs, and other international organizations. Good knowledge of human and financial resources management. Excellent conceptualization, analytical, and writing skills. Excellent communication, organizational, and interpersonal relationship skills. Ability to meet deadlines and work under pressure with minimum supervision. Ability to establish and maintain partnerships.
