Project Officer (rehabilitation, Reconciliation, And Reintegration (RRR) Operations)
Organizational Context
IOM, established in 1951, is a leading UN agency focused on migration, promoting humane and orderly migration globally. In Iraq, the Peace, Recovery and Solutions Division (PRSD) implements integrated Rehabilitation, Reconciliation, and Reintegration (RRR) strategies to support internally displaced persons and returnees. This role operates within PRSD, contributing to durable solutions and social cohesion initiatives.
Job Purpose
The Project Officer (RRR Operations) is responsible for planning, coordinating, implementing, and monitoring Rehabilitation, Reconciliation, and Reintegration (RRR) activities in Iraq under the Peace, Recovery and Solutions Division. This role involves ensuring activities align with IOM's policies, donor requirements, and contribute to sustainable reintegration outcomes while upholding do-no-harm principles. The position requires regular travel to project sites, liaison with local authorities and communities, mentoring field staff, and monitoring project progress to recommend necessary adjustments. The officer plays a key role in expanding the division's portfolio in areas such as social cohesion, case management, and reconciliation efforts.
Responsibilities
Oversee the implementation of Durable Solution (DS) and Rehabilitation, Reconciliation, and Reintegration (RRR) projects, managing financial, administrative, and technical aspects according to IOM policies and donor requirements. Provide operational guidance and technical supervision to DS and RRR staff across Iraq, monitoring project progress, effectiveness, and recommending improvements. Identify program priorities, contribute to new project development based on context analysis and donor interests. Plan and deliver capacity-building activities for staff, partners, and government officials. Coordinate staff recruitment, train and mentor field staff, ensuring adherence to do-no-harm principles. Monitor compliance with project partners and stakeholders, liaising with government entities, UN agencies, and other relevant actors. Foster synergies within the DS and RRR portfolio and with other IOM programs in Iraq. Contribute to information management, visibility, and reporting, including drafting SOPs and producing quality progress and financial reports. Undertake duty travel for project monitoring and support.
Work Experience
Experience in program management, implementation, and project development. Proven ability to coordinate multiple projects, liaise with government authorities and institutions, and work in emergency settings with knowledge of UN/IOM project lifecycles. Experience with UN agencies or NGOs is preferred, and regional work experience is an advantage.
Skills
Knowledge of UN/IOM regulations, policies, and procedures. Familiarity with project budgeting and financial management. Strong writing, communication, and negotiation skills. Excellent organizational, analytical, and creative thinking abilities. Experience with PRIMA is advantageous.
