The Programme Officer role sits within the Peace, Recovery, and Solutions Division, supporting the Rehabilitation, Reconciliation & Reintegration (RRR) programme.
Job Purpose
The Programme Officer (RRR-Coordination) is responsible for supporting and coordinating the Rehabilitation, Reconciliation & Reintegration team within IOM Iraq's Peace, Recovery, and Solutions Division. This role is crucial for enhancing coordination across various teams involved in the return, rehabilitation, and reintegration of Iraqi nationals. The position involves consolidating information streams to develop comprehensive reports and materials, ensuring a cohesive and effective response to government priorities and the needs of displacement-affected communities. The role contributes to IOM's mandate of providing holistic support to the Government of Iraq in managing migration challenges and facilitating durable solutions.
Responsibilities
The Programme Officer will coordinate and manage IOM’s Rehabilitation, Reconciliation & Reintegration (RRR) and Durable Solutions portfolios, ensuring close collaboration among technical leads. Key duties include facilitating information exchange between sub-units (CCCM, case management, community engagement, social cohesion, tribal engagement, PVE) to align with Government of Iraq priorities. The role involves consolidating and analyzing data for internal updates, donor briefs, and strategic overviews. Developing tools, guidance, and process documentation to enhance programming effectiveness and consistency, including integrated tracking and monitoring systems, is essential. The officer will also contribute to planning coordination meetings, undertake field visits for monitoring and learning, and perform other assigned duties.
Work Experience
Required experience includes programme management, implementation, and project development. Experience in coordinating multiple parallel projects, quality assurance, and liaising with government authorities and institutions is essential. Experience in emergency settings and familiarity with IOM/UN programme lifecycles are preferred. Work experience in the MENA region is desirable.
Skills
Proficiency in UN/IOM regulations, policies, and procedures. Knowledge of project budgeting and financial management. Strong writing, communication, and negotiation skills. Excellent organizational, analytical, and creative thinking abilities.
