Job Purpose
The Monitoring and Evaluation Officer will support all aspects of project, programme, and strategy Monitoring and Evaluation (M&E) within IOM Syria. This includes developing and implementing the M&E system to enhance activities, data collection, and analysis. The role is crucial for strengthening reporting capabilities, facilitating organizational learning, and recommending continuous improvements. The position operates under the supervision of the Chief of Mission and the Project Development and Reporting Officer, with coordination from regional and headquarters units. The officer will ensure M&E activities align with IOM's strategic goals and donor requirements, contributing to effective program delivery and accountability.
Responsibilities
Key responsibilities include maintaining and adjusting the M&E framework in coordination with various stakeholders, preparing regular project reviews and evaluations, and supervising M&E support activities. The officer will ensure proper use of IOM's PRIMA system, monitor project risks, and collaborate with partners and UN agencies on quantitative and qualitative monitoring. This involves drafting monitoring reports, coordinating the sharing of M&E findings, and designing performance report formats. The role also includes participating in the selection and monitoring of implementing partners for surveys, providing M&E capacity-building for staff and partners, and reviewing data availability. The officer will participate in project development, ensure M&E budgets are adequate, and stay updated on IOM's M&E policies and requirements.
Work Experience
Required experience includes project/strategy conceptualization, development, monitoring, reporting, and evaluation. Experience in capacity-building activities, including training design and delivery, is necessary. Additionally, experience liaising with governmental and international institutions, and organizing consultations or workshops with high-level stakeholders is required.
Skills
Proficiency in M&E concepts, approaches, and techniques (qualitative, quantitative, participatory, evaluative). Knowledge of UN cooperation frameworks and donor requirements. Understanding of migration issues. Excellent writing, research, communication, and analytical skills. High degree of judgment, initiative, and teamwork. Ability to establish effective working relationships with diverse individuals.
