Job Purpose

The Supply Chain Officer, reporting to the Resources Management Officer and in coordination with regional and headquarters divisions, is responsible for managing supply chain activities. This role ensures the delivery of quality goods and services to beneficiaries in a timely and cost-effective manner, aligning with Supply Chain Management (SCM) objectives. The position involves strategic planning, market analysis, and operational oversight to optimize supply chain processes and meet organizational goals.

Responsibilities

The Supply Chain Officer will contribute to strategic supply chain planning, conduct logistics capacity assessments, and perform market research. Responsibilities include coordinating and monitoring all SCM tasks such as planning, budgeting, and procurement. The role involves managing procurement, warehouse operations, transportation, fleet, and assets, while ensuring compliance with IOM policies and regulations. Identifying and addressing supply chain bottlenecks to improve efficiency and beneficiary service delivery is key. The officer will also manage vendor relationships, solicit bids, evaluate offers, and prepare purchase orders. Additionally, the role supports program management in procurement processes, ensures timely reporting, and contributes to internal control mechanisms to safeguard assets and prevent fraud. Training and development of SCM staff, and participation in UN inter-agency forums are also expected.

Work Experience

Required experience includes managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams, as well as managing vendors and suppliers, is also essential for this role.

Skills

Extensive knowledge of IOM/UN internal procurement and financial rules, systems, and processes. Excellent computer literacy. Familiarity with Oracle is an advantage.
