The Resources Management Officer oversees financial, human resources, procurement, logistics, and administrative functions for the Country Office, ensuring compliance and operational support for program implementation.
Job Purpose
The Resources Management Officer is responsible for overseeing and coordinating the Country Office's financial, human resources, procurement, logistics, and administrative functions under the Head of Office. This role is crucial for ensuring effective resource management, including budget monitoring, internal controls, and compliance with organizational policies. By providing essential operational support, the position facilitates the successful implementation of IOM's programmes and projects, contributing to the organization's mandate of promoting humane and orderly migration and supporting people on the move. The role ensures that resources are managed efficiently and effectively to achieve organizational objectives.
Responsibilities
The Resources Management Officer will support the monitoring and oversight of financial management, including expenditure review and accountability. Responsibilities include treasury management through cash flow forecasting, fund monitoring, and validation of disbursements against donor agreements. The role involves preparing financial reviews, overseeing budget control, analyzing variances, and preventing project deficits. Assistance will be provided for annual budget preparation and budgeting for new projects. Strengthening internal controls to safeguard assets and prevent fraud is key. The officer will review payroll against budgets, validate salary allocations, and draft financial reports. Recommendations for improving systems and procedures for efficiency will be made. Support for Human Resources functions, including recruitment and personnel administration, is required, along with overseeing Supply Chain services, vehicle fleets, and premises maintenance. Participation in UN operations management meetings and other assigned duties are also part of the role.
Work Experience
Required experience includes financial administration (management, accounting, budgeting), human resources, procurement, and logistics. Experience with an Enterprise Resource Planning system is necessary. Experience in emergency operations, monitoring and evaluation, or audit is considered an advantage.
Skills
Key skills include the ability to work with government and international officials, act independently with sound judgment, and perform under pressure. Demonstrated ability to prepare clear and concise reports is essential. Knowledge of International Public Sector Accounting Standards (IPSAS) is advantageous, and knowledge of SAP is highly desirable.
