The Programme Officer, DTM, will support all aspects of the Displacement Tracking Matrix programme coordination, implementation, and monitoring within the country, reporting to the Chief of Mission and Head of Programme Support Unit.
Job Purpose
The Programme Officer, Displacement Tracking Matrix (DTM), plays a crucial role in supporting the coordination, implementation, and monitoring of IOM's DTM programme in the country. This involves ensuring timely and accurate data collection on displacement, population mobility, and movement flows through various assessment techniques. The role contributes to the development and refinement of data collection and analysis methodologies, aiming to enhance the effectiveness and efficiency of DTM field activities. By producing informative data products and facilitating integration of cross-cutting issues, the position supports evidence-based decision-making for humanitarian assistance and migration management, ultimately contributing to IOM's mission of assisting governments and migrants.
Responsibilities
Coordinate and monitor the implementation of DTM activities and field assessments, utilizing multi-layered data collection techniques to gather timely information on displacement, mobility, and returns. Participate in the development and execution of data collection and analysis exercises aligned with the DTM strategic plan. Identify areas for improvement in data collection and analysis procedures, proposing solutions to enhance methodology and processes. Develop information products, including analytical reports, displacement profiles, maps, and guidelines. Assist in managing the field reporting mechanism, ensuring daily updates are cross-checked and disseminated. Facilitate the integration of cross-cutting issues such as disability inclusion, protection, accountability to affected populations, and gender perspectives into DTM activities. Support the integration of IOM’s data protection principles and best practices in data management, sharing, and dissemination. Follow up on logistical and administrative arrangements for DTM implementation, including work plans, expenditures, and budget allocations. Organize and deliver training to DTM field staff, operational partners, NGOs, and government authorities. Participate in meetings with partners and local authorities on data collection and management. Undertake duty travel as required for project implementation, coordination, and liaison.
Work Experience
Experience in emergency response, humanitarian assistance, and early recovery activities. Proven experience in data collection, research, and report writing. Familiarity with data protection guidelines and principles. Experience in project implementation within a humanitarian context. Experience in writing technical documents and compiling diverse datasets.
Skills
Knowledge of UN, IOM, and NGO mandates in humanitarian assistance. Proficiency in MS Office package (Excel, PowerPoint, Outlook). Expertise in data collection tools (e.g., Kobo, ODK). Knowledge of graphic design using Adobe suite is desirable. Knowledge of ESRI ArcGIS and other GIS software is an advantage.
