Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. The IOM Protection Unit in the Country Office leads and coordinates protection programming for various vulnerable populations, including migrants and displaced persons, within a complex humanitarian context. This role supports the management and oversight of the Country Office's Protection Programme activities.
Job Purpose
The Protection Officer is responsible for supporting the management, coordination, and oversight of the Country Office's Protection Programme activities and strategies. This includes child protection, counter-trafficking, violence against women and girls, disability inclusion, and assistance to vulnerable migrants. The role involves contributing to the design and implementation of protection programming, providing technical support, and ensuring compliance with IOM standards and humanitarian principles. The officer will work to reduce risks, safeguard rights, and support durable solutions for populations at risk, while also promoting protection mainstreaming across all programmes and strengthening partnerships and referral systems.
Responsibilities
Contribute to Protection programming and provide technical support on Protection Mainstreaming, including safe programming and capacity development. Exercise administrative, operational, and financial management for relevant projects, providing guidance and supervision to staff, and addressing operational challenges. Coordinate and implement activities within the Protection portfolio, developing Standard Operating Procedures (SOPs) and internal guidelines for case management. Expand relationships with UN agencies, humanitarian organizations, government, and community interlocutors. Prepare and submit quality Programme reports and contribute to the establishment of a Monitoring and Evaluation (M&E) framework. Provide technical support for visibility and communications materials and participate in relevant donor and partner meetings. Undertake regular visits to Sub-Offices to support programme implementation.
Work Experience
Experience in programme development and capacity-building activities. Experience in liaising with governmental and diplomatic authorities, as well as national and international institutions. Experience in organizing consultations, workshops, and seminars with high-level stakeholders.
Skills
Good management, coordination, and information management skills. Knowledge of the UN System, NGOs, and other international organizations. Understanding of protection programming, migration data, and labour migration patterns. Ability to negotiate with government authorities. Good knowledge of human and financial resources management. Strong analytical and writing skills. Excellent communication, organizational, and interpersonal relationship skills. Familiarity with UN and bilateral donor programming.
