Job Purpose
The Monitoring and Evaluation Officer will support all aspects of project, programme, and strategy monitoring and evaluation (M&E). This role is crucial for developing and implementing robust M&E systems to enhance data collection, analysis, and reporting. The primary objective is to facilitate organizational learning and recommend continuous improvements. The position operates under the supervision of the Chief of Mission in Haiti and the Programme Support Officer, with close coordination with regional and headquarters-level M&E and risk management personnel. The role contributes to ensuring effective project implementation and accountability.
Responsibilities
Key responsibilities include maintaining and adjusting the M&E framework, preparing regular reviews and evaluations, and supervising M&E support activities. The officer will ensure proper use of IOM's PRIMA system for monitoring and reporting, and manage project risk registers. Collaboration with internal units, implementing partners, and the UNCT is essential for performance management and donor reporting. The role involves drafting monitoring reports, coordinating the sharing of M&E findings, and aligning activities with IOM's Strategic Results Framework (SRF). The officer will also participate in selecting and monitoring sub-contracted partners for surveys, provide M&E capacity-building to staff and partners, and review data availability. Field travel will be undertaken to support M&E implementation and discuss corrective measures. Additionally, the role contributes to project development, ensuring M&E activities are adequately resourced, and stays updated on IOM's M&E and RBM functions.
Work Experience
Required experience includes project conceptualization, development, monitoring, reporting, and evaluation. Experience in capacity building, liaising with governmental and international institutions, and familiarity with financial administration are necessary. A strong understanding of migration issues, experience in organizing high-level consultations, and knowledge of M&E concepts, methods, and UN cooperation frameworks are also essential.
