Job Purpose
The Human Resources Officer is responsible for coordinating the Human Resources (HR) functions of the IOM Country Office (CO) and its Sub-Offices. This role operates under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Resources Management (RM), in close collaboration with the Regional Office (RO), Department of Human Resources (DHR), and Administrative Centres. The position plays a crucial part in ensuring the effective administration of HR services, supporting staff, and maintaining compliance with organizational policies and procedures. The officer contributes to the smooth operation of the CO by managing HR processes, from unit management and administration to talent management and reporting.
Responsibilities
The Human Resources Officer will manage HR functions including personnel file maintenance, attendance records, and HR database upkeep. Responsibilities include administering HR modules, monitoring contractual status, and ensuring accurate and timely payroll for national staff. The role involves coordinating benefits and entitlements for international staff, managing visa and residence permit renewals, and assisting with third-party consultancy contracts. In talent management, the officer will coordinate recruitment processes, ensure effective onboarding of new staff, and support the performance management system. Additionally, the role includes planning and organizing staff development and training activities, delivering induction and other trainings, and preparing administrative and special HR reports. The officer will also oversee the implementation of audit recommendations on HR matters.
Work Experience
The role requires a high level of computer literacy with experience in HR IT systems and applications. Experience in developing training modules and conducting training sessions is necessary. Previous work experience in an international organization and familiarity with the UN common system or similar systems are considered advantageous.
Skills
Demonstrated writing skills, good knowledge of IOM/UN Human Resources and financial policies, staff rules and regulations, excellent organization skills, analytical and creative thinking, and the ability to prepare clear and concise reports.
