Migrants Protection Officer
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It works with partners to save lives, protect people on the move, and facilitate regular migration pathways. This role sits within IOM Haiti, reporting to the Field Emergency Officer, and is accountable for coordinating migrant protection and assistance interventions nationwide.
Job Purpose
The Migrants Protection Officer is responsible for coordinating and implementing IOM Haiti’s migrant protection and assistance interventions across the country. This involves ensuring effective interagency coordination and protection-focused responses for returned migrants and other vulnerable migrant populations. The role contributes to IOM’s mandate of protecting people on the move and driving solutions to displacement by providing essential services and advice to governments and migrants. The officer will work under the overall supervision of the Chief of Mission, in coordination with the Senior Emergency Coordinator, and direct supervision of the Field Emergency Officer, ensuring that interventions align with evolving humanitarian needs and population movements.
Responsibilities
Key duties include coordinating the implementation of protection and assistance activities for forcibly returned migrants, monitoring progress against project objectives, and contributing technical inputs to response strategies. The officer will supervise and support assigned staff, build their capacity, and coordinate workplans. Essential responsibilities involve liaising with government authorities, UN agencies, NGOs, and other stakeholders to ensure timely and effective assistance. The role requires integrating protection principles, including PSEA, child safeguarding, and Do No Harm approaches, across all interventions. Additionally, the officer will coordinate data collection, monitoring, and reporting, act as the protection focal point within the Protection Cluster, and contribute to interagency planning, resource mobilization, and advocacy efforts.
Work Experience
Required experience includes emergency response and/or migrant protection in crisis or post-conflict settings, humanitarian affairs or development related to migration, and liaising with governmental authorities and other institutions. Experience supporting inter-agency coordination mechanisms, particularly on protection, is also necessary. Field experience is preferred.
Skills
Strong planning, coordination, interpersonal, and communication skills are essential, with the ability to work in a multicultural environment. Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and Humanitarian Programme Cycle, is required. Familiarity with IOM’s administrative and financial practices, and advanced knowledge of MS Excel are desirable. Understanding and respect for IOM’s data protection guidelines are also important.
