Organizational Context
IOM Haiti is implementing a project to strengthen civil society organizations (CSOs) in border regions to support forcibly returned migrants and vulnerable host communities. This initiative operates within a complex humanitarian and security crisis, characterized by high levels of forced returns and limited institutional capacity. The project aims to enhance local CSOs' ability to provide essential services and foster community resilience.
Job Purpose
The Grants and Capacity Building Officer will play a crucial role in strengthening the capacity and leadership of civil society organizations (CSOs) in Haiti's border regions. This involves assessing CSO capacities, designing and delivering training interventions, providing mentoring, and managing grant agreements. The officer will contribute to developing sustainable local systems and networks capable of effectively responding to migration, protection, reintegration, and community stabilization challenges. The role supports IOM's mandate to promote humane and orderly migration and assist people on the move within a challenging operational environment.
Responsibilities
Manage the disbursement of grants to CSOs, ensuring compliance with IOM policies, donor requirements, and project timelines. Support the programmatic, financial, and administrative implementation of project activities by partner CSOs and IOM. Coordinate CSO activities, including capacity building initiatives, to align with project objectives. Develop standard operating procedures, process flows, and terms of reference for key project tasks. Maintain strong collaborations with relevant stakeholders, including field counterparts and coordination structures. Establish and manage a project database for proposals and grant documentation. Review CSO narrative reports, work plans, and budget expenditures, providing guidance for improvement and ensuring accurate reporting. Support the development and implementation of a CSO capacity strengthening strategy, tracking improvements. Facilitate partner understanding of project administrative requirements and compliance obligations. Draft progress reports and facilitate information exchange with donors and stakeholders. Participate in relevant conferences and working groups to coordinate and present project activities.
Work Experience
Required experience includes project development, grants monitoring, project reporting, and coordination of projects and partners. Experience in stabilization, reintegration, or protection is essential. Familiarity with EU-funded programs, donor liaison, and working in emergency settings with knowledge of IOM/UN program lifecycles is preferred. Experience with UN/international agencies or NGOs, and work experience in the region, are advantageous.

Proven ability to deliver on objectives in difficult situations. Excellent leadership, coordination, and information management skills. Detailed knowledge of the UN System, NGOs, and international organizations. Strong communication, organizational, and interpersonal relationship skills.
