Organizational Context
The IOM Coordination Office for the North Pacific covers FSM, RMI, Palau, Kiribati, and Nauru, with its main office in Pohnpei and six Sub-Offices. Operations focus on FSM, RMI, and Palau, supporting communities across dispersed islands. The Reporting Officer, under the Chief of Mission and Programme Support Unit Coordinator, supports reporting for IOM's reconstruction, resilience, and climate adaptation programs, primarily in Chuuk, and assists other units as needed.
Job Purpose
The Reporting Officer plays a crucial role in supporting all reporting functions for IOM’s reconstruction, resilience, and climate adaptation programs, primarily within Chuuk and extending support to other units as required. This position ensures transparent and accurate communication of program progress, challenges, and achievements to donors, partners, and internal stakeholders. By coordinating the elaboration and compilation of donor reports, the officer contributes to maintaining compliance with donor requirements and IOM policies, which is vital for securing continued funding and support for critical initiatives. The role directly supports IOM's efforts in addressing disaster-related displacement, strengthening community resilience against climate change and natural hazards, and facilitating emergency relief and long-term recovery activities in the Federated States of Micronesia. This ensures that IOM's impactful work in the North Pacific is effectively documented and communicated, reinforcing accountability and strategic decision-making.
Responsibilities
The Reporting Officer coordinates the elaboration and compilation of the Mission’s donor reports, ensuring strict compliance with donor requirements and IOM policies and procedures. This includes coordinating inputs from Project Managers, M&E staff, and Administrative/Finance units to achieve coherence between narrative and financial reporting. The role involves supporting compliance with IOM reporting policies, standards, and processes, and facilitating the smooth processing, review, and endorsement of reports by relevant regional and headquarters offices. The officer is responsible for facilitating the timely submission of donor reports, in line with specific internal requirements, and maintaining comprehensive records of reporting packages in IOM files and corporate systems. A critical duty is to monitor the Mission’s reporting calendars and deliverables, proactively flagging risks of implementation delays, late reporting, or non-compliance, and supporting the implementation of corrective actions. Additionally, the officer consolidates programmatic evidence, success stories, and lessons learned for donor engagement and internal learning. The role also supports Project Managers in the effective use of relevant software for reporting and knowledge management, and contributes to capacity building and training activities on IOM reporting for staff.
Work Experience
Required experience includes supporting results-based project development and reporting, technical writing and editing, preferably within the international development or humanitarian sector. Work experience in donor relations and grant management, particularly with IOM's donors, is also essential. Experience in an emergency context and in the Pacific region is advantageous, as is familiarity with PRIMA.
Skills
Excellent communication, writing, and organizational skills, including preparing clear reports. Basic knowledge of M&E concepts. Confirmed experience in donor report writing (humanitarian/development). Experience with Results Based Management. Strong analytical and planning skills, with ability to build relationships. Capacity to supervise and train staff, work harmoniously in diverse teams. Accuracy under pressure, confidentiality, initiative, good judgment. Personal commitment, efficiency, flexibility, drive for results, creative thinking. Good computer literacy, including database applications.
