Organizational Context
The International Organization for Migration (IOM) is a UN-related agency promoting humane and orderly migration. The North Pacific Coordination Office covers multiple island nations, with ongoing operations in FSM, RMI, and Palau. The Federated States of Micronesia (FSM) is highly vulnerable to climate change impacts. This role supports M&E for IOM's reconstruction, resilience, and climate adaptation programs, primarily in Chuuk.
Job Purpose
This Monitoring and Evaluation Officer – Reconstruction role supports IOM's M&E functions for reconstruction, resilience, and climate adaptation programs in the Federated States of Micronesia (FSM), with a primary focus on Chuuk State. The position operates under the Chief of Mission and direct supervision of the Programme Support Unit Coordinator, in coordination with the Pohnpei-based M&E Officer. The role is crucial for ensuring evidence-based program implementation and reporting, particularly in the context of post-typhoon recovery and long-term resilience-building initiatives. It involves monitoring and evaluating activities aimed at reconstructing damaged infrastructure and enhancing community preparedness for climate-related shocks, contributing to IOM's overall mission in the region.
Responsibilities
Develop and maintain the sub-office's M&E framework, ensuring alignment with IOM's North Pacific M&E plan, with a focus on reconstruction activities. Conduct regular project reviews, impact assessments, process monitoring, and evaluations, ensuring compliance with donor and UN requirements. Provide training, mentoring, and coaching to staff and enumerators on M&E methodologies. Assess and monitor programme risks, documenting emerging risks and reviewing risk management plans. Collaborate with IOM units, Implementing Partners, and the UN Country Team on quantitative and qualitative monitoring, reporting, and evaluations. Draft monitoring reports for stakeholders and coordinate with the Communication Team for public information materials. Contribute to Knowledge Management by analyzing and sharing M&E findings, documenting lessons learned, and identifying improvement opportunities. Assist in developing performance report formats, reviewing monitoring reports, and recommending corrective actions to address implementation bottlenecks. Participate in the selection and monitoring of IPs conducting M&E surveys.
Work Experience
Experience in project conceptualization, development, monitoring, reporting, and evaluation. Experience in capacity building, including training design and delivery. Experience liaising with governmental and international institutions. Understanding of migration issues in the region. Experience organizing high-level stakeholder consultations. Previous experience in the Pacific is desirable.
Skills
Excellent knowledge of M&E concepts, approaches, and techniques (qualitative, quantitative, participatory, evaluative). Knowledge of UN cooperation frameworks and donor programming requirements. Strong writing, research, communication, and analytical skills. Ability to use data visualization software (e.g., Power BI). High degree of judgment and initiative. Strong interpersonal and teamwork skills. Proven ability to build effective working relationships with diverse individuals.
