Job Purpose

The Project Development and Reporting Officer contributes significantly to this mission by coordinating and facilitating the development of projects, managing donor and institutional reporting, and assisting with crucial liaison activities. This role ensures that IOM's initiatives in migration management and emergency response are well-supported, strategically aligned with regional and country strategies, and effectively communicated to governmental, UN, and other key stakeholders, thereby enhancing IOM's capacity to deliver on its mandate and secure vital resources for its operations.
Responsibilities
The Project Development and Reporting Officer contributes significantly to the development of results-based programmes, concept notes, and project proposals. This involves providing technical inputs, ensuring alignment with IOM global, regional, and country strategies, and promoting the use of the Strategic Results Framework, in close coordination with the Chief of Mission, Head of Programmes, Project Managers, UN Country Team, donors, and government counterparts. Key duties include reviewing resource requirements, documenting programmatic needs, identifying gaps and opportunities, and supporting the endorsement process for concept notes and proposals. The officer is also responsible for drafting comprehensive donor reports in close coordination with relevant units, adhering to IOM policies and standards. A crucial aspect involves researching potential funding opportunities among governmental and non-governmental donors, reviewing calls for proposals, collecting donor information, and drafting donor profiles and guidance notes to strategically expand IOM's donor base. The role further entails supporting effective working relationships with donor counterparts and project partners, drafting visibility and resource mobilization materials, and organizing donor briefings and visits. Additionally, the officer conducts capacity building and training activities for Country Office staff in programme development, donor, and institutional reporting, including the roll-out of the Strategic Results Framework. Finally, for knowledge management, the officer maintains accurate, updated records of all correspondences, project development, and reporting files within IOM’s relevant software applications.
Work Experience
Experience with Results Based Management and other strategic planning approaches is required. The role demands experience in supporting results-based project development and reporting, technical writing, and editing, preferably within the international development or humanitarian sector. Work experience in donor relations and grant management, specifically for donors of IOM’s interest, is also essential.
Skills
Good communication, writing, and organizational skills; ability to prepare clear and concise reports. Basic knowledge of monitoring and evaluation concepts. Confirmed experience in donor report writing in humanitarian/development settings. Excellent analytical and planning skills; capacity to establish working relationships with authorities and institutions. Ability to supervise and train staff, work effectively with diverse cultures, and maintain accuracy under pressure. High sense of confidentiality, initiative, and good judgment. Personal commitment, efficiency, flexibility, drive for results, creative thinking. Good computer literacy, including database applications.
