Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It works with partners to save lives, protect people on the move, and facilitate regular migration pathways. This role is part of a joint initiative with the EU to protect migrants and support their reintegration in 14 African countries, including The Gambia.
Job Purpose
This role supports the Joint Initiative for Migrant Protection and Reintegration in Africa, a program by the EU and IOM aimed at addressing the dangers of irregular migration along the Central Mediterranean route. The purpose is to protect the security, dignity, and rights of migrants and to improve the reintegration of returnees through an innovative approach. This involves various interventions such as protection, voluntary return assistance, sustainable reintegration support, information dissemination, and data collection. The initiative also focuses on strengthening the capacities of local authorities and organizations to improve migration governance in the region. The Reintegration Officer is crucial in setting up and delivering effective reintegration schemes for returning migrants.
Responsibilities
The Reintegration Officer will oversee and coordinate IOM caseworkers, assistants, and partners involved in reintegration efforts. This includes facilitating training, providing counseling, and establishing a robust case management system. The role involves supporting the development and implementation of national reintegration schemes and standard operating procedures in collaboration with national counterparts. A key duty is to mainstream protection into reintegration activities, ensuring adequate assistance for vulnerable migrants. The officer will provide technical assistance and capacity building to implementing partners and government counterparts, assess training needs, and ensure effective monitoring and evaluation of reintegration activities. Data management, reporting, and contributing to project proposals are also essential. The role requires liaising with various stakeholders to coordinate support and maintain activity visibility, alongside undertaking duty travel and performing other assigned duties.
Work Experience
Required experience includes professional work in assisted voluntary return and reintegration, community reintegration, or similar direct assistance. Experience with specialized international agencies (UN, International Organizations, NGOs) is necessary. Previous work on protection, particularly child protection or counter-trafficking, is preferred. Experience in project management and monitoring and evaluation is considered an asset.
Skills
Key skills include strong communication and interpersonal abilities, strategic and creative thinking, efficiency, flexibility, and professionalism. The ability to work under pressure, adhere to deadlines, and collaborate effectively with diverse colleagues is essential. The role requires the capacity to guide and supervise staff, coordinate administrative matters, and work productively with local authorities, stakeholders, beneficiaries, and the community.
