Organizational Context
IOM Mali Country Office aims to enhance UN engagement in Mali to implement intergovernmental migration agreements, including the 2030 Agenda and Agenda 2063. The office plays a crucial role in mainstreaming migration within UN Country Teams and co-coordinates the UN Network on Migration in Mali, supporting the government's implementation of the Global Compact on Migration. The Programme Support and Liaison Officer reports to the Chief of Mission and Head of Programme.
Job Purpose
The Programme Support and Liaison Officer is responsible for supervising programme support staff, coordinating project development, and managing donor and institutional reporting in migration management and emergency response. This role supports the Country Office's resource mobilization efforts and facilitates liaison activities with government counterparts, UN agencies, and other stakeholders. The position aligns with IOM’s Strategic Plan and its continental, regional, and country strategies, ensuring effective program support and outreach to enhance IOM's engagement and impact in Mali.
Responsibilities
Supervise programme support staff and contribute to results-based programme and project development, concept notes, and proposals, ensuring compliance with IOM and donor requirements. Review resource needs, identify gaps and opportunities, and align project development with IOM strategies. Draft donor reports in coordination with relevant units. Research funding opportunities, develop donor profiles, and assist in expanding the donor base. Maintain effective working relationships with donor counterparts and partners. Support resource mobilization through visibility materials and donor briefings. Conduct capacity-building activities for staff on programme development and reporting. Maintain accurate project and reporting records. Provide input for external representation and fundraising functions, and participate in relevant forums.
Work Experience
Experience in supporting results-based project development and reporting, technical writing/editing, preferably in the international development/humanitarian sector. Experience in donor report writing, Results-Based Management, donor relations, and grant management is required. Field experience in migration issues is beneficial, with experience in Western Africa being an advantage.
Skills
Strong project development skills, ability to align with strategic frameworks, good written/verbal communication, analytical, organizational, and planning skills. Ability to establish working relationships with various stakeholders. Capacity to supervise and train staff, work effectively in diverse teams, and manage under pressure. Computer literacy, including database applications.
