Job Purpose
This Finance and Reporting Officer position supports the UK Home Office-funded Regional Counter-Smuggling Programme (RCSP) across Somalia, Kenya, and Ethiopia, with its regional hub in Nairobi. The role operates under the supervision of the Regional Financial Comptroller and in coordination with various IOM departments and the Senior Programme Manager for Immigration and Border Governance. The primary purpose is to ensure robust budgetary and financial management for the programme, maintaining compliance with IOM policies, procedures, and donor requirements. This involves monitoring expenditures, financial analysis, providing technical support to project managers, and ensuring accurate financial reporting to stakeholders.
Responsibilities
The Finance and Reporting Officer will monitor the financial management of the Regional Counter-Smuggling Programme, including expenditure oversight and accountability. Responsibilities include conducting preliminary financial analysis, monitoring budget control, and ensuring effective internal controls. The role provides technical support to Project Managers and the Regional Programme Coordinator, ensuring compliance with IOM policies and donor requirements. Key duties involve accurate data entry into the ERP system, maintaining financial records, and coordinating meetings to review burn rates, identify financial risks, and propose solutions. The officer will also assist with procurement, inventory management, budget preparation, payroll allocation verification, and preparing financial reports for the donor. Additionally, the role involves liaising with HQ and other IOM units, supporting administrative management functions, forecasting cash flows, and assisting with financial audits and implementing partner financial reviews.
Work Experience
Required experience includes accounting, financial management, and reporting. Experience in preparing financial reports, working with international institutions, and conducting internal control assessments or audits is necessary. Previous experience in the region or in emergency operations is considered an advantage.
Skills
Knowledge of International Public Sector Accounting Standards (IPSAS) is required. Familiarity with IOM/UN accounting systems and procedures is a distinct advantage. Proficiency in MS Office and general computer literacy is essential. Financial oversight and public administration knowledge are beneficial.
