Job Purpose
The Project Officer (Reintegration) serves to support the effective coordination and delivery of assistance to returning migrants in Niger. This role is pivotal in strengthening reintegration schemes, encompassing the planning, budgeting, implementation, and monitoring and evaluation of migrants’ reintegration assistance for IOM Niger. Operating within the Migrant Protection, Return and Reintegration Programme in Sub-Saharan Africa (MPRR-SSA), the position directly contributes to IOM's overarching mandate of promoting humane and orderly migration. The officer ensures that reintegration efforts facilitate sustainable pathways for returnees, providing essential services and advice. This involves developing national reintegration frameworks, integrating protection principles into all activities, and enhancing the capacity of local authorities and implementing partners. The ultimate purpose is to ensure dignified and effective support for vulnerable migrants, aligning with IOM standards and donor guidelines to foster successful reintegration outcomes.
Responsibilities
The Project Officer will contribute to the oversight and coordination of IOM caseworkers, reintegration assistants, and partners, facilitating training and ongoing counselling to establish a sound reintegration case management system in compliance with IOM standards. The role involves supporting and providing technical inputs for the establishment of national reintegration schemes in coordination with national counterparts, and developing national standard operating procedures (SoPs) related to return and reintegration. The officer will coordinate with sending missions to facilitate timely and dignified return of migrants to Niger, adjusting reintegration schemes based on IOM and donors’ guidelines. A key responsibility is to facilitate the mainstreaming of protection into reintegration activities, providing guidance for adequate assistance to vulnerable migrants, including victims of trafficking and unaccompanied minors. The position assesses training needs and provides technical assistance and capacity building support to local authorities and implementing partners. Furthermore, the officer monitors and follows up on the proper documentation and reporting of reintegration activities and projects, ensuring supportive documents are recorded in the database and drafting portions of donor reports. The role also oversees appropriate data management of reintegration beneficiaries, contributes to project concepts and resource mobilization, and maintains close contacts with national authorities, programme partners, civil society, and donors to coordinate support and maintain visibility of activities.
Work Experience
Candidates should possess experience in programme conceptualization, monitoring, reporting, and evaluation, alongside project development and capacity-building activities. Experience in liaising with governmental and diplomatic authorities, as well as national and international institutions, is essential. Familiarity with financial and business administration is required, coupled with a proven understanding of internal and international migration issues in Niger and the broader region. Experience in organizing consultations, workshops, and seminars with stakeholders is also necessary, along with in-depth knowledge of migration-related subject areas and UN/bilateral donor programming.
Skills
Key skills include establishing and maintaining strong working relations with government, international organizations, and private sector entities. Good supervision, coordination, and information management skills are essential. Knowledge of the UN System, NGOs, international institutions, migration data, and labour migration patterns in Niger, coupled with negotiation abilities, is required. Proficiency in human and financial resources management, strong conceptualization, analytical, and writing skills are vital. Effective communication, organizational, and interpersonal relationship skills, along with the ability to meet deadlines, work under pressure, and maintain partnerships, are also necessary.
