Organizational Context
IOM Niger implements the "Initiatives for the development of the enterprise" (IDEE) project, part of its Labour Mobility and Human Development (LHD) programming. This project aims to increase economic opportunities for Nigerien youth and provide an alternative to irregular migration, building on a previous phase. The Project Officer (LHD) reports to the Chief of Mission and coordinates with the Regional Technical Specialist, serving as the mission's focal point for the LHD portfolio.
Job Purpose
The Project Officer (LHD) serves as the central focal point for IOM Niger's Labour and Human Development portfolio, directly contributing to the effective implementation of the "Initiatives for the development of the enterprise" (IDEE) project. This role is crucial in increasing economic opportunities for Nigerien youth and offering a viable alternative to irregular migration, aligning with IOM's broader LHD thematic programming. The officer ensures project activities are executed according to donor-approved documents and IOM standards, overseeing project support staff and maintaining vital liaison with government counterparts and donors. By managing project operations, monitoring work plans, and facilitating external communication, the role directly supports the project's objectives of fostering sustainable development and empowering youth. The position plays a key part in translating strategic LHD goals into tangible outcomes, ensuring accountability, and strengthening partnerships to maximize the project's impact on vulnerable populations. This contribution is essential for promoting humane and orderly migration pathways and enhancing human development in Niger.
Responsibilities
The Project Officer is responsible for contributing to the effective implementation of the project, ensuring strict adherence to donor-approved documents, contractual terms, and IOM's financial and internal standards. This includes diligently monitoring the work plan, specifically the General Operational Plan (POG) and annual operational plans (POA) as required by the donor. A key duty involves coordinating project teams across the four implementation regions and maintaining robust liaison and coordination with Non-Governmental Organizations (NGOs) and Civil Society Organizations (CSOs) in Niger. This collaboration is essential for conducting vocational trainings and start-up development activities, ensuring their regular monitoring and facilitating comprehensive evaluation of implemented actions. The officer will also research and document emerging labour migration trends in Niger, drafting insightful briefs, proposals, and other written materials to facilitate resource mobilization and strategic engagements with key partners, including donors and government entities. Furthermore, the role contributes to ongoing tasks related to project development, management, and fundraising activities specifically linked to the Labour and Human Development (LHD) portfolio, participating in relevant meetings and events. Facilitating external communication for project visibility and ensuring timely, high-quality reporting to the donor, inclusive of financial reporting and audit needs, are critical. The officer undertakes duty travels as required to provide technical guidance to project staff and implementing partners, compiling detailed field monitoring reports highlighting implementation challenges and proposed solutions.
Work Experience
Required experience includes migration management and knowledge of migration policy development, along with previous work in Labour Mobility and Human Development. Experience in project management with financial and supervisory oversight is also essential. Prior experience at IOM or other UN agencies is considered an advantage.
Skills
Key skills include knowledge of LHD-specific priorities, strong coordination, communication, and knowledge sharing abilities, good human and financial resources management, and demonstrated conceptualization, analytical, and writing skills. The role requires strong communication, organizational, and interpersonal relationship skills, the ability to meet deadlines under pressure with minimum supervision, and proficiency in establishing and maintaining partnerships with various stakeholders.
