Job Purpose
The Monitoring and Evaluation Officer (MRRM) is responsible for supporting all facets of project, program, and strategy monitoring and evaluation (M&E) within IOM Niger. This includes developing and implementing the M&E system to enhance data collection, analysis, and reporting. The role aims to strengthen M&E activities, facilitate organizational learning, and recommend continuous improvements to ensure effective program delivery and compliance with organizational standards and donor requirements. The position contributes to IOM's mission of supporting people on the move through robust performance management and evidence-based decision-making.
Responsibilities
The Monitoring and Evaluation Officer will maintain and adjust the M&E framework for various units, ensuring compliance with donor and UN requirements. Responsibilities include preparing regular project reviews, impact assessments, and evaluations, and supervising M&E support activities. The role involves collaborating with internal units, donors, and partners on quantitative and qualitative monitoring, drafting monitoring reports, and facilitating the sharing of M&E findings. Key duties also include coordinating the identification of performance indicators, designing reporting formats, analyzing monitoring data, and recommending corrective actions. The officer will participate in selecting and monitoring implementing partners for surveys, review data availability, and participate in field travel to support M&E implementation. Additionally, the role involves contributing to project development, ensuring M&E budgets are adequate, and supporting Accountability to Affected Populations (AAP) principles.
Work Experience
Required experience includes conceptualization, development, monitoring, reporting, and evaluation of projects/strategies. Experience in capacity-building activities, liaising with governmental and international institutions, and organizing high-level consultations and workshops is also necessary.
Skills
Key skills include strong writing, research, communication, and analytical abilities. The role requires sound judgment, initiative, independence, and strong interpersonal and teamwork skills. Familiarity with financial administration, migration issues, M&E techniques, and UN cooperation frameworks is essential.
