Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. It collaborates with governments and partners to save lives, protect displaced persons, and facilitate legal migration pathways. This role supports IOM's mission by coordinating Human Resources functions within a Country Office, reporting to senior management and collaborating with regional and headquarters units.
Job Purpose
The Human Resources Officer is responsible for coordinating the Human Resources functions of the Country Office (CO) and its Sub-Offices. This involves managing HR services in accordance with IOM's rules and regulations, supervising personnel records, and ensuring compliance with HR policies. The role plays a crucial part in supporting the Country Office's operations by ensuring effective HR administration, talent management, and adherence to organizational standards. The officer works under the supervision of senior HR or Resource Management staff and collaborates with various IOM departments to facilitate smooth HR operations and support staff well-being and development.
Responsibilities
The Human Resources Officer will manage and monitor HR services, ensuring compliance with IOM rules and regulations. Key duties include supervising the maintenance of personnel files and attendance records, and managing the HR and Training database. The role involves administering HR modules, monitoring contractual status, and ensuring accurate and timely payroll processing for national staff. Advisory functions include coordinating benefits and entitlements for international staff and overseeing visa and residence permit renewals. Talent management responsibilities encompass coordinating recruitment processes, ensuring effective onboarding of new staff, and implementing the performance management system. Additionally, the officer will assist in staff development and training activities, deliver induction programs, and prepare administrative and special reports, including implementing audit recommendations.
Work Experience
Experience in HR IT systems and applications is required. Experience in preparing training modules and conducting training sessions is also necessary. Previous work experience in an international organization and familiarity with the UN common system are considered advantageous.
Skills
Demonstrated writing skills. Proven knowledge of IOM/UN Human Resources and financial policies. Excellent organization, analytical, and creative thinking skills. Ability to prepare clear and concise reports.
