Job Purpose
The Resources Management Officer (RMO) plays a crucial role in supporting the Chief of Mission and Regional Director in managing the financial and operational aspects of the Country Office. This position is vital for ensuring the efficient and effective implementation of IOM's programs by overseeing financial management, treasury, budget control, and human resources functions. The RMO contributes to maintaining strong internal controls, accurate financial reporting, and compliance with donor agreements, thereby safeguarding organizational assets and supporting the overall mandate of IOM in Algeria. The role also involves coordinating with various stakeholders and contributing to UN operational coordination efforts.
Responsibilities
The Resources Management Officer is responsible for overseeing financial management, including expenditure monitoring, accountability, and treasury functions such as cash flow forecasting and fund disbursement validation. This includes conducting financial reviews, managing budget control processes, analyzing variances, and preventing project deficits. The role also involves assisting in annual budget preparation, strengthening internal controls to prevent fraud, and reviewing payroll allocations. Additionally, the RMO supports human resources functions, including recruitment and personnel administration, and oversees supply chain services, contract management, fleet management, and premises maintenance. Participation in UN operational coordination meetings is also a key responsibility.
Work Experience
Required experience includes financial administration (management, accounting, budgeting), human resources, procurement, and logistics. Experience with Enterprise Resource Planning (ERP) systems is necessary. Experience in emergency operations, monitoring and evaluation, or audit is considered an advantage.
Skills
Key skills include the ability to work with government and international officials, act independently with sound judgment, and perform under pressure. Demonstrated ability to prepare clear and concise reports is essential. Knowledge of International Public Sector Accounting Standards (IPSAS) is advantageous, and proficiency in Oracle is highly desirable.
