VN Mobility: Finance Officer
Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This role is part of a competitive mobility exercise, open to internal and internal-equivalent candidates. The Finance Officer will support and coordinate the budgetary and financial functions for the IOM Cameroon Country Office and its Sub-Offices, reporting to the Chief of Mission or Head of Office and supervised by the Resources Management Officer.
Job Purpose
The Finance Officer is responsible for supporting and coordinating the budgetary and financial functions of the IOM Cameroon Country Office and its Sub-Offices. This involves overseeing financial expenditure, accountability, and monitoring budget control processes. The role ensures compliance with IOM's policies and donor requirements, provides technical support to project managers, and maintains accurate financial records within the ERP system. The Finance Officer also assists in budget preparation, financial reporting, and forecasting cash flows, contributing to the effective financial management of the country office and its projects. Additionally, the position involves supervising finance unit staff and contributing to capacity building in finance and accounting.
Responsibilities
Provide financial management support, including monitoring expenditure and accountability for all country office activities. Undertake financial analysis of programs/projects, monitor budget control, and ensure effective internal controls and financial systems. Offer technical support to program/project managers for compliance with IOM and donor regulations. Ensure accurate data entry into the ERP system and maintain financial records. Assist with monthly accounting closures and annual budget preparation. Inspect payroll allocations to ensure correct project assignment. Prepare program/project financial reports and liaise with relevant units at HQ and regional offices. Supervise Finance Unit staff and assist with administrative management functions. Forecast cash flows and manage daily fund disbursements. Recommend procedural improvements and support staff training in finance and accounting. Facilitate financial audits and perform other assigned duties.
Work Experience
Experience in accounting, financial management, and reporting is required. Experience in preparing financial reports, working with international institutions, and internal control assessment or audits is also necessary. Previous experience in the region or in emergency operations is advantageous.
Skills
Knowledge of International Public Sector Accounting Standards (IPSAS). Familiarity with IOM/UN accounting systems, software, and procedures is advantageous. Knowledge of MS Office and good computer literacy are required. Familiarity with financial oversight and public administration is also an advantage.
