Organizational Context
IOM, a UN-related organization, leads in migration, facilitating humane and orderly movement. Movement Operations are a core pillar, managed by the Resettlement and Movement Management (RMM) unit at IOM's Geneva Headquarters. This role supports RMM projects under the overall supervision of the Head of RMM and the direct supervision of the Senior Programme Coordinator, RMM.
Job Purpose
The Programme Officer will provide essential support to the Resettlement and Movement Management (RMM) unit's projects, contributing significantly to IOM's mandate of facilitating humane and orderly migration. This role is crucial for ensuring the effective functioning and success of RMM initiatives, which are a fundamental pillar of the Organization’s work in assisting migrants and refugees globally. The officer will primarily contribute through comprehensive administrative support, detailed reporting, robust monitoring and evaluation, efficient project implementation, and strategic communications. This support enables RMM to effectively coordinate movement operations across various IOM Country Offices, aligning with framework agreements with resettlement and receiving governments and partners. By assisting in these key areas, the role directly strengthens IOM's capacity to protect and assist people on the move, drive solutions to displacement, and facilitate pathways for regular migration, thereby upholding the organization's commitment to its beneficiaries worldwide.
Responsibilities
The Programme Officer will provide administrative support to RMM projects, assisting in achieving their objectives, including country assessments and strengthening resettlement programmes. This involves supporting project review and endorsement processes for Country Offices outside the EEA, particularly for projects with resettlement and movement components, and aiding in the development of proposals and response plans. The role also entails delivering training and guidance to staff on RMM strategy, institutional policies, and project development related to complementary pathways and protection mainstreaming. The officer will liaise internally with IOM divisions to organize meetings, draft summaries, collect information, and promote institutional coordination on resettlement and complementary pathways. Technical support will be provided for capacity building, training, and communities of practice on operationalizing complementary pathways and protection mainstreaming across RMM programming. Close coordination within RMM, with the Migrant Protection Unit, and other HQ Divisions will be maintained on policy updates concerning vulnerable migrant management and transportation. Additionally, the officer will offer administrative and logistical support for communications and public information, contributing to presentations, press notes, reports, and newsletters, and developing infographics on programme achievements. Participation in calls with country offices, bilateral meetings with UNHCR, and donor meetings is also required.
Work Experience
Candidates should have previous experience in administrative and logistical support, project development, or working with humanitarian assistance organizations. Experience in research, writing, outreach, data collection, analysis, and communications is essential. Demonstrated experience working effectively in a multi-cultural setting is also required.
Skills
Strong organizational and project support skills, with the ability to manage multiple tasks and meet deadlines. Excellent written and verbal communication skills, including drafting reports and presentations. Effective coordination and interpersonal skills, with the ability to work across teams and engage diverse stakeholders. Computer literate, proficient in Microsoft Office Suite and design software. Familiarity with IOM’s role in resettlement and movement operations.
