The International Organization for Migration (IOM) is the leading UN agency in migration, collaborating with partners to address challenges and promote migrant well-being. IOM Costa Rica implements programs focused on regular, safe labor migration, strengthening institutional frameworks, legal identity, and counter-trafficking. This role, under the Chief of Mission and Programme Coordinator, coordinates and monitors the Immigration and Border Governance Unit.
Job Purpose
The Project Coordinator (IBG) is crucial for overseeing the Immigration and Border Governance Unit within IOM Costa Rica, ensuring effective coordination and monitoring of its activities. This role directly contributes to strengthening the national institutional framework for managing migration flows, promoting regular, safe, and orderly labor migration. The coordinator will ensure the unit's initiatives align with IOM's mandate to support legal identity processes, regularization pathways, and efforts in counter-trafficking, peacebuilding, and combating gender-based violence. By managing project implementation, ensuring compliance with donor requirements, and contributing to new program development, the position helps address migrant vulnerabilities and facilitates access to essential services. This ultimately advances IOM's strategic objectives in promoting humane and orderly migration for the benefit of all, enhancing the well-being and protection of people on the move in Costa Rica.
Responsibilities
The Project Coordinator will support the monitoring, effective implementation, and overall management of the IBG Unit's activities, tracking technical, administrative, and financial aspects in coordination with the Program Coordinator and Chief of Mission. This includes supervising project support staff and consultants. The role involves participating in monitoring project progress, documenting results, evaluating effectiveness, and recommending actions, while ensuring compliance with project objectives, budgets, M&E frameworks, and donor contractual requirements. The coordinator will provide inputs for processing project proposals, donor reports, and partner agreements. In close coordination with the Program Coordinator, the role contributes to designing and developing new programs and activities on immigration and border governance with relevant donors, government counterparts, and partners. Furthermore, the coordinator will participate in donor and UN meetings, liaise with stakeholders, contribute to collecting and sharing relevant IBG information, brief the Program Coordinator on program matters and national affairs, and organize capacity building and training activities for government officials and stakeholders.
Work Experience
Required experience includes liaising with high-level government counterparts, UN agencies, and NGOs. Candidates should possess knowledge of migration governance issues at international and regional levels, and experience in development and humanitarian fields. Regional project development and implementation experience is essential. Experience in labor migration is an advantage. Understanding and experience with international human rights instruments and their implementation in developing countries are also required, along with excellent writing and organizational skills.
Skills
Demonstrated initiative and problem-solving skills are essential. The role requires good knowledge of project formulation, administration, and evaluation techniques, along with familiarity with financial management and effective resource management. Sound judgment, the ability to extract, interpret, analyze data, and resolve operational problems with minimum supervision are key. Effective communication, negotiation, analytical thinking, active learning, teamwork, and cross-cultural facilitation skills are necessary. Proficiency in Microsoft Office package and the ability to manage varied workloads, prioritize tasks, and meet deadlines under pressure are also required.
