Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related organization focused on promoting humane and orderly migration. This role is within the Country Office, reporting to the Chief of Mission and Head of Resources Management, and collaborating with regional and headquarters ICT departments.
Job Purpose
The Information and Communications Technology (ICT) Officer is responsible for supervising and coordinating all ICT operations within the Country Office. This involves ensuring timely and accurate provision of ICT solutions and services to meet operational needs, including during emergencies. The role acts as a key liaison for ICT business relationships and cybersecurity, collaborating with various internal and external stakeholders. The officer will also provide technical support, train the local ICT team, and contribute to the development and implementation of ICT strategies and policies to ensure efficient and secure operations.
Responsibilities
Supervise and coordinate the ICT Unit's activities, ensuring compliance with IOM policies and ICT strategy. Liaise with Country Office management and field operations to provide timely ICT solutions. Serve as the local ICT business relationship and cybersecurity focal point, engaging with UN agencies, NGOs, and vendors. Provide technical support, train the ICT team, and manage incident response. Contribute to ICT documentation, including SOPs, Business Continuity, and Disaster Recovery plans. Assess service improvements and recommend optimizations for ICT infrastructure. Ensure procurement of ICT equipment and services aligns with standards. Act as the first line of cybersecurity defense and incident responder in coordination with HQ. Perform other assigned duties.
Work Experience
Required experience includes overseeing Microsoft Windows and LAN/WAN environments, first-level network/desktop support in a large international organization, and managing ICT functions in a field location, potentially in complex/post-conflict settings. Experience in cybersecurity compliance, database systems, web development, and Microsoft 365 is also necessary.
Skills
Strong oral and written communication skills, with the ability to communicate effectively with technical and non-technical stakeholders. Proficiency in Windows OS, Network/Systems administration, TCP/IP, Cisco devices, VPN, VoIP, MS Office 365, and antivirus software. Web-based development and GIS knowledge are advantageous. Ability to work independently, demonstrate initiative, handle confidential data responsibly, and train others effectively within a multicultural team.
