Job Purpose
The Teleradiology Systems Officer is responsible for developing, implementing, and managing IOM's global teleradiology systems. This includes overseeing the Picture Archive and Communication System (PACS), providing technical support, guidance, and training to users worldwide. The role is crucial for ensuring the effective operation of teleradiology services, supporting primary chest x-ray reading, and quality control programs across IOM's field operations, contributing to the health and well-being of migrants.
Responsibilities
Develop and implement global teleradiology systems and PACS, ensuring alignment with business requirements for primary chest x-ray reading and quality control. Lead PACS installation, configuration, maintenance, and technical support for field operations. Organize and conduct technical preparations, user training, and guidance for teleradiology service implementation. Supervise the global teleradiology technical team, manage tasks, and monitor deliverables to meet project timelines and quality standards. Support the development of teleradiology and radiology applications by providing input on business requirements, functionalities, and SOPs. Develop and implement a robust teleradiology support system in coordination with ICT and MHI, optimizing network connectivity and user support. Design and implement backup systems, data security, and disaster recovery solutions in line with ICT standards. Maintain comprehensive system documentation, including technical guides and user manuals. Contribute to system modernization and the adoption of AI in teleradiology processes. Assess, plan, and recommend new technology solutions, including AI integration, to meet evolving business needs.
Work Experience
Experience with digital radiology systems, PACS, and teleradiology systems, including installation, configuration, and support. Familiarity with programming languages and frameworks (e.g., SQL, J2EE, .NET) and enterprise application configuration management is advantageous. Experience in managing cross-functional teams, conducting training, defining requirements, project planning, and workflow design is also beneficial. Experience with specific PACS applications like DCM4chee, DCMtk, and DICOM viewers is preferred.
Skills
Systems analysis and design, testing, and documentation. Knowledge of JavaScript, CSS, DHTMLX, jQuery, and application frameworks. Excellent analytical and problem-solving abilities. Software development skills, particularly in SQL and database integration with web applications. Understanding of digital health standards and interoperability frameworks such as DICOM, HL7 v2, HL7 FHIR, openHIM, and openHIE.
