Organizational Context

This role sits within the Country Office, under the Head of Resources Management and direct supervision of the Head of Supply Chain. It collaborates with the Regional Office and HQ Supply Chain Division, focusing on critical supply chain activities.
Job Purpose
The Supply Chain Officer is instrumental in advancing IOM's mission to promote humane and orderly migration by ensuring the efficient and effective delivery of essential goods and services to beneficiaries. This role encompasses the comprehensive management and oversight of all supply chain activities within the Country Office, spanning strategic planning, procurement, warehouse management, transport, and distribution. The primary purpose is to ensure that all supply chain operations are meticulously executed in alignment with Supply Chain Management (SCM) objectives, guaranteeing the provision of high-quality goods and services at optimal cost and in a timely fashion. This critical function directly underpins the operational success and integrity of IOM's programs, safeguarding organizational assets, and significantly enhancing the overall support provided to vulnerable populations and people on the move. The officer's contribution is vital for maintaining operational continuity and achieving program goals.
Responsibilities
The Supply Chain Officer contributes to strategic planning for country office supply chain activities, conducting logistics capacity assessments and market research to inform decisions on local trends and commodity availability. The role involves coordinating and monitoring all supply chain management tasks, including planning, budgeting, scheduling, and the provision of goods and services, alongside preparing regular progress reports. Key responsibilities include managing procurement, warehouse operations, transport, distribution, fleet, assets, and facilities, while providing guidance and training to staff. The officer identifies supply chain bottlenecks and proposes process optimizations to ensure timely and efficient delivery of quality goods and services to beneficiaries. This includes reviewing procurement requests, evaluating vendor performance, soliciting bids, overseeing tendering processes, and preparing purchase orders in compliance with organizational rules. Furthermore, the role ensures timely submission of asset and procurement reports, establishes internal control mechanisms to safeguard assets and prevent fraud, and supports facility maintenance. The officer also provides staff training and actively participates in UN inter-agency forums to foster collaboration and implement global initiatives.
Work Experience
Required experience includes managing diverse procurement and logistics operations. Additionally, demonstrated experience in training and supervising teams of co-workers, as well as effectively managing vendors and suppliers, is essential for this role.
