Job Purpose
The Site Development Operations Officer (Engineer) plays a pivotal role within the Site Management and Site Development (SD) unit in Cox’s Bazar, Bangladesh, directly contributing to the Rohingya Refugee Response. This position is responsible for assisting in the effective implementation of critical programme activities, encompassing comprehensive engineering design, construction, and rehabilitation of vital site infrastructure. The scope includes developing robust drainage networks, establishing safe vehicular and pedestrian access routes, executing slope mitigation works, and installing and maintaining essential solar energy infrastructures. The core purpose is to ensure that all site development initiatives are meticulously planned and executed to effectively contribute to Disaster Risk Reduction (DRR), foster environmental restoration, and ultimately guarantee safe and equitable access to basic services for the beneficiary population. This role is instrumental in enhancing the resilience, safety, and overall living conditions of displaced communities, directly supporting IOM's humanitarian objectives and commitment to protecting vulnerable populations.
Responsibilities
The Officer assists the Programme Coordinator on technical aspects of IOM construction work, including assessment, design, Bill of Quantity (BoQ) calculation, work scheduling, tendering, technical specification, monitoring, evaluation, and contract administration. Duties involve drafting civil designs for various site development works such as drainage, hydraulic analysis, roads, culverts, and slope interventions. The role requires regular field visits to monitor construction and rehabilitation projects, ensuring quality standards are met, and coordinating projects for timely, budget-compliant completion. The Officer reports on project progress, provides guidance on quality control to field staff, and assists in developing design standards, monitoring, and quality assurance mechanisms. Key tasks also include participating in tender evaluations, ensuring accurate record keeping, construction inspections, and quality audits. Furthermore, the Officer coordinates the installation, repair, and maintenance of solar energy infrastructures, contributes to project proposals, operational planning for emergency preparedness, and manages multiple construction projects with multi-disciplinary teams in remote locations.
Work Experience
Required experience includes civil design, direct construction supervision, contract administration, surveying, quantity surveying, and leveling. Proficiency in computer-aided drawing and common engineering-related software is essential. Experience working with International Organizations and/or NGOs, particularly within the region, is an advantage. Prior experience in camp rehabilitation, building structural design, site development, or with solar energy infrastructures in a humanitarian context is also beneficial. Previous work experience in Bangladesh or with the Rohingya Population is considered an asset.
Skills
Key skills include strong civil/electrical engineering technical expertise and proven project management capabilities. The role demands demonstrated people management skills, particularly within humanitarian assistance contexts, alongside effective communication and negotiation abilities. Essential computer literacy is required, including proficiency in Excel and Computer-Aided Design (CAD) programmes such as AutoCAD and ArcGIS.
