Finance Officer
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It collaborates with governments and partners to save lives, protect migrants, and facilitate legal pathways. The Finance Officer role is situated within the IOM Country Office in Algeria, reporting to the Resources Management Officer and working closely with regional and headquarters financial management departments.
Job Purpose
The Finance Officer is responsible for supporting and coordinating the budgetary and financial functions of the IOM Country Office in Algeria. This involves monitoring financial expenditure, overseeing budget control processes, and ensuring compliance with IOM policies and donor requirements. The role provides essential financial analysis and reporting to program managers, supports budget preparation, and ensures accurate accounting data entry into the ERP system. The Finance Officer also plays a key role in cash flow forecasting, fund control, and preparing financial reports, contributing to the overall financial health and operational efficiency of the country office.
Responsibilities
The Finance Officer will support the Resources Management Officer in overseeing financial management for all country office activities, including expenditure monitoring and accountability. Key duties include performing financial analysis of programs/projects, monitoring budget controls, and ensuring effective internal controls. The role involves providing technical support to program managers for compliance, ensuring accurate accounting data entry into the ERP system, and maintaining financial records. Responsibilities also include assisting in monthly accounting closures, preparing annual and project budgets, and inspecting payroll allocations against budgets. The Finance Officer will coordinate and prepare financial reports, liaise with relevant units at HQ and regional offices, and supervise finance unit staff. Additionally, the role involves assisting in cash flow forecasting, verifying fund receipts, recommending procedural improvements, and supporting financial audits.
Work Experience
Required experience includes accounting, financial management, and reporting, along with preparing clear financial and management reports. Experience working with international institutions and in internal control assessment or audits is necessary. Previous experience in the region or in emergency operations is considered an advantage.
Skills
Knowledge of International Public Sector Accounting Standards (IPSAS) is required. Familiarity with the IOM/UN accounting system, software, and procedures is a distinct advantage. Proficiency in MS Office and good computer literacy skills are essential. Familiarity with financial oversight and public administration is also beneficial.
