Organizational Context
The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. Job Purpose
The Program Engineer will play a crucial role in supporting the implementation of construction projects in Chuuk, FSM, following the devastation caused by Super Typhoon Sinlaku. Working under the direct supervision of the Chief of Mission, this position is responsible for overseeing and contributing to the reconstruction of both public infrastructure and private housing. The role is integral to IOM's efforts to provide relief and rebuild essential facilities, ensuring compliance with technical requirements and project plans. The Program Engineer's contribution is vital for strengthening local capacities, improving logistical efficiency, and enhancing the resilience of infrastructure systems in the affected region, thereby supporting the community's recovery and long-term sustainability.
Responsibilities
Develop and provide technical documentation, including Detailed Engineering Documents (DED) and Bills of Quantity (BoQ), ensuring compliance with IOM, DOS, and government technical requirements. Offer technical support and recommendations to the Construction Manager by reviewing and editing drawings, specifications, and work schedules. Monitor contractor adherence to technical contract requirements, reviewing deliverables and recommending corrective actions to ensure project plan accuracy and quality. Coordinate quality control of project plans by reviewing reports and material specifications, communicating issues effectively. Provide technical support to the procurement unit by preparing BoQs and construction-related procurement documents, and conducting bid analysis. Assist in reporting on reconstruction project status, including financial, technical, and schedule compliance. Adhere to IOM policies, including PSEA and fostering a respectful work environment. Participate in duty travel for project implementation as required.
Work Experience
Required experience includes construction engineering and contract management, design, planning, and implementation of civil design projects. Experience working with a non-governmental organization or international organization is considered an advantage.
Skills
Excellent knowledge of design and visualization software, such as AutoCAD. Knowledge of applicable codes, policies, standards, and best practices related to project management.
