IOM has operated in the Central African Republic since 2006, collaborating with the Government, UN agencies, and partners to address complex migration, humanitarian, and development challenges. IOM CAR delivers multi-sectoral responses including humanitarian aid, protection, displacement tracking, migration governance, community stabilization, and reintegration. This role, under the Head of the Humanitarian Response Unit and DTM Officer, supports IOM DTM activities.
Job Purpose
The Database Officer is responsible for the implementation, information management, and reporting of IOM's Displacement Tracking Matrix (DTM) activities related to migration and displacement in the Central African Republic. This role contributes significantly to the mission's knowledge management by ensuring database efficiency, consistency, and the high quality of analytical and reporting outputs. The officer will provide technical and methodological support for DTM operations, including flow monitoring, mobility tracking, surveys, and registration. A key aspect involves performing systematic data quality control and consistency checks throughout the data cycle, from tool validation and field monitoring to daily data checks, outlier detection, cleaning, coding, and triangulation. The role ensures the application of DTM methodology and standards, validating tools and datasets. By maintaining robust data management practices, the Database Officer enables IOM CAR to provide real-time mobility and needs assessments, informing humanitarian response and policy decisions, and strengthening the overall effectiveness of IOM's support to displaced populations.
Responsibilities
The Database Officer provides technical and methodological support for DTM operations, including flow monitoring, mobility tracking, surveys, and registration. Key duties involve systematic data quality control and consistency checks across the entire data cycle, encompassing tool validation, field monitoring, daily data checks, outlier detection, cleaning, coding, triangulation, and validation of findings, ensuring adherence to DTM methodology and standards. The officer compiles and aggregates information for standardized DTM reports and develops/maintains knowledge management repositories for automated data processing, analysis, and visualization using tools like Python, R, Stata, SQL, or Power BI. Responsibilities also include delivering training to DTM staff, enumerators, and partners on data collection, mobile data collection, database management, cleaning, analysis, reporting, GIS, and responsible data use. The role coordinates the production and quality assurance of DTM information products (e.g., Situation Reports, datasets, maps, dashboards) for timely dissemination. The officer collaborates with government authorities, UN agencies, NGOs, and partners on DTM projects, facilitating harmonized data collection and responsible data sharing. They actively contribute to Information Management working groups and sub-cluster meetings (CCCM, ICCG) to strengthen IOM's data management presence. Ensuring the application of IOM’s data protection principles and mainstreaming cross-cutting issues like disability inclusion, protection, AAP, and gender within DTM activities are also critical.
Work Experience
Required experience includes Information Management, coordination of information flows, statistical analysis, and data management (collection, storing, processing, analysis). Previous DTM experience is an advantage. Experience in designing IM-related technical requirements and Operating Procedures is essential. Implementing data collection in hardship duty stations, working with the UN or international organizations in human mobility, and experience with the cluster system are strong advantages. Web design and software development experience is an asset. Strong knowledge of mobile data collection tools, particularly Kobo Toolbox, is needed.
Skills
Proficiency in software: Python, R, Stata, MapInfo, SPSS, EpiInfo6, SQL Server, proGres. Ability to use HTML, PHP, ASP, Java (asset). Data visualization software: Power BI, Tableau (advantage). Ability and willingness to work in difficult areas/situations. Multi-tasking, prioritizing, and independent work.
