Data And Stabilisation Officer
Organizational Context
The International Organization for Migration (IOM) has been active in the Central African Republic (CAR) since 2006, addressing migration, humanitarian, and development challenges. IOM CAR is expanding its multi-sectoral response, encompassing humanitarian aid, displacement tracking, migration governance support, community stabilization, and reintegration programs. This role operates under the Programme Manager (Community Stabilisation) and DTM Officer, coordinating with regional and headquarters DTM teams.
Job Purpose
The Data and Stabilisation Officer will oversee the implementation, information management, and reporting of IOM's Displacement Tracking Matrix (DTM) activities in CAR, focusing on data for durable solutions. This involves ensuring data collection captures critical information on displacement dynamics, returns, integration, relocation intentions, stabilization needs, barriers to durable solutions, and factors influencing community resilience. The role is crucial for informing humanitarian response, policy decisions, and supporting the government and partners in managing migration and fostering recovery in displacement-affected areas.
Responsibilities
The Data and Stabilisation Officer will provide technical and methodological support for DTM activities, including data collection, analysis, and reporting for various assessments like the Solutions and Mobility Index and Progress Towards Durable Solutions. Responsibilities include supporting field implementation, ensuring data quality through systematic checks, and providing capacity building to staff and partners on data standards and mobile data collection. The role involves producing analytical products such as statistics, maps, and reports, and contributing to country-level information products. Additionally, the officer will liaise with government authorities, UN agencies, and NGOs to ensure harmonized data collection and responsible data sharing, participate in relevant working groups, and ensure the mainstreaming of cross-cutting issues like protection and gender into DTM activities.
Work Experience
Experience is required in Information Management, coordinating information flows, statistical analysis, and data management (collection, storage, processing, analysis). Previous experience with DTM is advantageous. Experience in designing IM technical requirements, implementing data collection in hardship duty stations, and working with UN or international organizations in human mobility are strong advantages. Experience with the cluster system, web design, software development, and mobile data collection tools like Kobo Toolbox is also beneficial.
Skills
Proficiency in software such as Python, R, Stata, MapInfo, SPSS, EpiInfo6, SQL Server, and/or proGres is required. Skills in HTML, PHP, ASP, and/or Java are an asset. Experience with data visualization software like Power BI and Tableau is advantageous. The ability to multitask, prioritize, and work independently is essential. Willingness to work in difficult areas and prior experience in the region are also noted.
