Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. Job Purpose
The Project Officer - Disaster Risk Reduction (DRR) is responsible for supporting and coordinating the development, implementation, monitoring, and reporting of DRR initiatives. This role plays a key part in enhancing the emergency response and public safety capabilities of the Republic of Marshall Islands. The incumbent will oversee project activities, ensure alignment with IOM policies and donor requirements, and contribute to building the capacity of staff, partners, and government officials. By managing project progress, identifying areas for development, and fostering collaboration with various stakeholders, the Project Officer directly contributes to IOM's mission of promoting safe and orderly migration and supporting vulnerable populations in the face of disaster risks.
Responsibilities
Coordinate the overall implementation of DRR projects, managing financial, administrative, and technical aspects in compliance with IOM policies and donor requirements. Provide operational guidance and technical supervision to project staff, overseeing progress and recommending improvements. Support monitoring and evaluation frameworks, ensuring regular reporting and impact assessment. Identify priority areas for project development and contribute to new project proposals by assessing the local context. Supervise project staff, consultants, and implementing partners, and organize capacity-building activities for staff, partners, and government officials. Liaise with government entities, UN agencies, and other stakeholders, and coordinate with other IOM units for smooth project execution. Manage project information, provide updates, and draft quality progress and financial reports for donors and stakeholders. Participate in relevant conferences, workshops, and working groups, and contribute to the mainstreaming of migration issues into UN frameworks. Undertake duty travel as required for coordination and monitoring.
Work Experience
Experience in program conceptualization, monitoring, reporting, and evaluation. Proven experience in project development and capacity-building activities. Experience liaising with governmental and international institutions. Familiarity with financial and business administration. Understanding of migration issues in the region. Experience organizing stakeholder consultations and workshops. Knowledge of migration-related subject areas and UN/donor programming.
Skills
Ability to establish and maintain strong working relations with government counterparts, international organizations, and private sector entities. Strong supervision, coordination, and information management skills. Knowledge of the UN System, NGOs, and other international organizations. Understanding of migration data and ability to negotiate with government authorities. Good human and financial resource management skills. Strong conceptualization, analytical, and writing skills. Excellent communication, organizational, and interpersonal skills. Ability to meet deadlines and work under pressure with minimal supervision. Partnership-building skills with development partners and stakeholders.
