Displacement Tracking Matrix (DTM) Officer
Organizational Context
The IOM Haiti mission, under the Chief of Mission and Data and Research Unit Coordinator, implements Displacement Tracking Matrix (DTM) activities. DTM is IOM's primary tool for monitoring mobility and needs of displaced populations in Haiti since 2010. This role coordinates DTM operations, providing crucial information on displacement to the humanitarian community and supporting the Haitian Civil Protection agency.
Job Purpose
The DTM Officer's primary purpose is to coordinate, supervise, and implement all Displacement Tracking Matrix (DTM) activities in Haiti, ensuring effective donor-funded operations. This role is critical for IOM's mandate to track and monitor the mobility and evolving needs of displaced populations, a vital function since the 2010 earthquake. The officer will manage various data collection components, including mobility tracking, flow monitoring, and surveys, within the Data and Research unit. By providing the main source of information on displacement and mobility, the DTM Officer significantly contributes to the humanitarian community's understanding and response efforts, working closely with the Haitian Civil Protection agency to support governmental and inter-agency coordination. This role ensures timely and accurate data for informed decision-making and effective humanitarian assistance.
Responsibilities
The DTM Officer will review and enhance existing DTM mechanisms, including mobility tracking, flow monitoring, and site assessments, collaborating with regional and HQ units to improve methodologies and tools. A core duty involves tracking and monitoring population movements. The role includes supervising DTM staff, providing operational guidance, and performing comprehensive analysis of DTM data to produce reports, dashboards, maps, and factsheets for diverse stakeholders. Regular field missions are essential for offering technical support to sub-offices and partners, alongside organizing capacity-building activities on information management and human mobility. The officer will represent DTM in inter-agency forums, liaise with humanitarian stakeholders, and ensure DTM products meet user needs. Furthermore, responsibilities encompass providing technical and administrative support for data and research projects, including input for proposals, budget monitoring, and supporting other country office projects with information management and database development. Ensuring compliance with IOM’s data protection principles and ethical data collection practices is paramount.
Work Experience
Required experience includes emergency response in the field, particularly in data or information management within crisis, post-conflict, or displacement settings. Prior experience in conflict areas is advantageous. Candidates must possess advanced knowledge of MS Office and basic software, along with advanced proficiency in GIS and database management. Familiarity with DTM tools and regional experience are also considered advantages.
Skills
Technical skills include ODK/Kobo, GIS software (ArcGIS, QGIS), relational databases (SQL), statistical analysis software (R, Python, Stata, SPSS), and data visualization software (PowerBI, Tableau). Essential data management skills cover data collection, quantitative research, report writing, drafting technical requirements, and compiling diverse datasets. The role requires strong presentation, stakeholder engagement, training, and capacity-building skills in information management. General competencies include excellent computer skills (MS Word, Excel, PowerPoint), understanding of IOM data protection guidelines, clear and concise writing, teamwork in time-pressured environments, and strong knowledge of migration, forced displacement, development, and humanitarian issues.
