Protection Officer (gender-Based Violence)
Organizational Context
IOM, a UN-related organization established in 1951, facilitates humane and orderly migration. In Haiti, a worsening humanitarian crisis since 2019 has led to significant displacement and irregular migration due to gang violence. IOM and partners provide integrated protection services, including health and reproductive health support, particularly for Gender-Based Violence (GBV) survivors, amidst limited services and security threats. The Protection Officer (GBV) role supports these crisis programming efforts.
Job Purpose
The Protection Officer (GBV) role is crucial for supporting IOM's crisis programming in Haiti, focusing on general protection and Gender-Based Violence (GBV) related activities. This position operates under the overall supervision of the Chief of Mission and direct supervision of the Protection Officer, in coordination with the Senior Emergency Coordinator and the Regional Protection Division. The incumbent will contribute to enhancing and scaling up protection and GBV interventions, developing new strategies, and implementing tailored protection processes with community groups. This role is vital in addressing the significant protection risks, particularly GBV, faced by displaced populations and migrants in Haiti, ensuring access to essential services and advocating for improved support systems.
Responsibilities
The Protection Officer (GBV) will support the review and enhancement of existing protection, GBV, and health interventions. Responsibilities include supervising the protection field team, organizing case management work, and providing technical input for new strategies and projects to address protection and GBV risks among displaced persons and migrants. The role involves contributing to protection needs assessments and safety audits, developing and implementing capacity-building initiatives for staff and partners on protection and GBV, and improving case management and referral practices. The officer will act as the GBV Focal Point for the Haiti Country Office, actively participating in relevant coordination forums, including the Protection and Health Cluster and the GBV Sub-Cluster. Additionally, the role requires promoting the inclusion of protection interventions in humanitarian appeals, contributing to reporting and project development, and preparing various reports and briefings as requested.
Work Experience
Required experience includes humanitarian affairs and/or development related to migration, refugees, and internally displaced persons (IDPs), demonstrating increasing responsibility and field experience. Experience in liaising with governmental authorities, national/international institutions, and NGOs is necessary. The role also requires experience in project management, development, monitoring, evaluation, and reporting. Demonstrated experience in GBV programming and/or working with GBV survivors in emergency or post-conflict settings, along with solid knowledge of Protection/GBV coordination mechanisms, is essential.
Skills
Key skills include strong planning and coordination abilities, robust interpersonal and communication skills for a multicultural environment, and the capacity to convey practical knowledge on addressing Protection and GBV issues operationally. Demonstrated analytical, writing, and reporting skills are essential, alongside solid computer proficiency in MS Excel, Word, and PowerPoint.
