Resources Management Officer
Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, facilitates humane and orderly migration. The Resources Management Officer (RMO) in Pemba, Mozambique, reports to the Head of Resources Management and collaborates with regional and headquarters offices. This role supports, monitors, and coordinates budgetary, financial, HR, and administrative functions for the Pemba Sub-Office.
Job Purpose
The Resources Management Officer (RMO) in Pemba, Mozambique, is responsible for overseeing and coordinating the budgetary, financial, Human Resources, and administrative functions of the IOM Pemba Sub-Office. This role ensures efficient and compliant management of resources, supporting the overall mission of IOM in promoting humane and orderly migration. The RMO plays a crucial part in financial oversight, budget control, treasury management, and HR administration, contributing to the effective delivery of IOM's programs and services in the region. The position requires close coordination with various IOM departments and adherence to organizational policies and donor agreements.
Responsibilities
The Resources Management Officer is accountable for overseeing financial management, including expenditure review and accountability for all Country Office activities. Responsibilities include treasury management through cash flow forecasting, monitoring funds disbursed, and validating donor agreement compliance. The RMO will conduct financial reviews, manage budget control, analyze variances, and prevent project deficits. They will assist in annual budget preparation and support new project budget development. The role involves maintaining and strengthening internal controls to safeguard assets and prevent fraud. Additionally, the RMO will review payroll against budgets, ensure correct salary allocation, and draft financial reports for projects and donors. They will also contribute to improving systems and procedures for efficiency and effectiveness, assist in managing HR functions including recruitment and personnel administration, and oversee supply chain services, contracts, fleet management, and premises maintenance. Participation in UN meetings and performing other assigned duties are also part of the role.
Work Experience
Required experience includes financial administration (management, accounting, budgeting), human resources, procurement, and logistics. Experience with an Enterprise Resource Planning (ERP) system is necessary. Experience in emergency operations, monitoring and evaluation, or audit is considered an advantage.
Skills
Key skills include the ability to work closely with government and international officials, independent action with sound judgment, and working under pressure. The role requires the demonstrated ability to prepare clear and concise reports. Knowledge of International Public Sector Accounting Standards (IPSAS) is advantageous, and knowledge of WAVE (Oracle-based ERP) is highly desirable.
