Programme Officer (immigration And Border Governance (ibg))
Organizational Context
The International Organization for Migration (IOM) is a UN-related agency promoting humane and orderly migration. This role is part of the Regional Counter-Smuggling Programme (RCSP), a three-year initiative in Ethiopia, Kenya, and Somalia. The Programme Officer will support and coordinate programme activities under the direct supervision of the Senior Programme Manager (IBG) at the Regional Office for EHSA in Nairobi, Kenya.
Job Purpose
The Programme Officer (Immigration and Border Governance) will support and coordinate the development and implementation of activities for the Regional Counter-Smuggling Programme (RCSP). This includes managing programme implementation, ensuring compliance with IOM policies and donor requirements, and coordinating with staff, partners, and service providers. The role involves liaising with government entities and other stakeholders to strengthen border management capacities and combat document fraud, migrant smuggling, and transnational organized crime. The officer will also contribute to monitoring, reporting, and the development of new programme initiatives, ensuring protection-sensitive approaches and safeguarding migrant rights.
Responsibilities
The Programme Officer is responsible for supporting the overall implementation of the Regional Counter-Smuggling Programme (RCSP), including financial, administrative, and technical aspects, ensuring compliance with IOM standards and donor requirements. This involves coordinating staff, consultants, and partners, and maintaining close collaboration with government authorities, UN agencies, and other stakeholders. The role includes drafting progress reports, analyzing migration trends, identifying funding opportunities, and contributing to new project proposals. The officer will also manage programme information, promote IOM's visibility, and participate in relevant conferences and UN working groups to mainstream migration issues.
Work Experience
Required experience includes programme management, implementation, and reporting; coordination of programme activities; liaising with government authorities and national/international institutions; and in-depth knowledge of IOM/UN programme/project lifecycles. Experience with UN and International Agencies or NGOs is preferred. Experience in the region or in Immigration and Border Governance (IBG) thematic areas is advantageous.
Skills
Key skills include knowledge of UN/IOM regulations, policies, and procedures; project budgeting and financial management; strong writing, communication, and negotiation abilities; and excellent organization, analytical, and creative thinking skills. Experience with WAVE and PRIMA is considered an advantage.
